Participation in voucher program should remain voluntary  The Marin County Board of Supervisors on Tuesday will consider “source of income protections” for prospective renters that would essentially require rental housing owners to participate in the Section 8 program. Supervisors can grant preliminary approval of the proposal during their Tuesday, Oct. 25, meeting. A second vote at a later date is required for formal adoption.

A petition to overturn rent control in Santa Rosa collected enough valid signatures from voters to bring the city’s ordinance to a halt, the Sonoma County Registrar of Voters has confirmed. On Friday, Oct. 14, election officials certified that 9,355 valid signatures had been collected, more than the 8,485 signatures required to stop the city’s rent control and just-cause-for-eviction ordinance.

At the CAA October board meeting, President Thomas Scott, CPM, announced the results of the 2017 California Apartment Association Board of Directors’ election. Scott welcomed newly elected and returning directors to the board during the meeting Thursday, Oct. 20. Voting for the 2016 CAA Board of Directors closed Oct. 12, 2016.

Council also looking at just-cause eviction, immediate rent moratorium  The Sebastopol City Council on Tuesday began what is likely to be a lengthy conversation regarding rent control and just-cause eviction policies. At the Oct. 18, 2016, meeting, the council asked city staff to bring back some “options” for preserving affordable housing and preventing tenant displacement, including rent control and just cause.

Question:  I have a tenant that I strongly believe is selling and using drugs.  What actions can I take without having any evidence? Answer: In order to use the illegal drug activity as a basis for eviction, you have to prove that the drug activity is going on; otherwise if you are on a month-to-month tenancy, you can serve a 30- or 60-day notice without cause unless you are in a rent controlled area. You should also call the police.

Rental agreements for properties with wood-burning heaters or fireplaces throughout the San Francisco Bay Area must include a document describing the health hazards from burning wood or any solid fuel as a source of heat.  The disclosure document is required within the boundaries of the Bay Area Air Quality Management District, which includes all of the following counties: Napa, Contra Costa, Alameda, Santa Clara, San Mateo, San Francisco and Marin, and part  of Solano and Sonoma counties.  Exact boundaries can be found here.

Don’t call it a men’s room. Or a women’s room. The era of the “all gender” restroom begins this spring, at least for public, single-user facilities.   Beginning March 1, 2017, if you have a single-user bathroom facility in your leasing office or other public area, it must be identified with signage as an “all gender” facility. The signage must comply with Title 24 regulations. Moreover, the bathroom must be designated for use by no more than one occupant at a time or for family or assisted use.
