The Lafayette City Council on Monday is expected to consider a number of bad policies for the multifamily housing industry, including rent control.
The council also is likely to consider a moratorium on rent increases — and perhaps a just-cause for eviction measure, which would make it difficult to evict problem tenants, including those endangering other residents.

Just a few days before the rent control discussion returns to Pacifica, the California Apartment Association and the city are partnering to better educate both rental housing providers and renters about their rights and responsibilities.
On Thursday, Jan. 21, CAA Tri-County will present a pair of educational sessions, Managing Rental Housing and a Renters Informational Forum, at Pacifica City Council Chambers.
The sessions are open and free for Pacifica rental owners, operators and residents living in rental housing. Attendees will learn about lease agreements, fair housing laws, and CAA’s Code of Ethics and Resident Bill of Rights.

The California Apartment Association has forged a strong working relationship with the next speaker of the state Assembly, Anthony Rendon, and looks forward to collaborating with him in his new leadership role.
Last week, Rendon won the speakership by a unanimous vote from his Assembly colleagues. He is set to take over the post in early March as current Assembly Speaker Toni Atkins is forced out by term limits.
Under new term limits rules, he is eligible to serve until 2024, which would make him one of the longest serving Assembly speakers.

California property owners would have to allow tenants to smoke marijuana in rental units under possible changes to fair housing laws.
They also would face unreasonable occupancy standards — ones similar to the Uniform Housing Code’s maximum occupancy. And any request for an assistive animal or companion animal would be presumed reasonable.
These are among several ideas being floated by the California Fair Housing Council and of great concern to the California Apartment Association.

The Los Angeles City Council this week endorsed a plan to have property owners and tenants split the costs of earthquake retrofitting.
On Wednesday, the council tentatively approved the proposal on a unanimous vote. The arrangement calls on owners and tenants to share costs of retrofitting equally, which the city attorney’s office will now spell out in an ordinance subject to public comment and approval by the council.
The city this past fall put rules in place to seismically retrofit thousands of buildings throughout the city.

The city of Alameda has voted to prolong a temporary 8-percent cap on rent increases while city staff works on a longer-term proposal.
The council also voted to keep its temporary just-cause eviction requirement in place.
Originally, the council approved the rent cap, along with the just-cause eviction provision, in November, and both were set to expire earlier this month.
