The California Apartment Association is asking Inland Empire members with properties in Moreno Valley to contact the city regarding its nearly five-fold increase in fire inspection fees. The fees, now $36 per unit, marks a 450 percent increase and could leave some members paying more than $9,000 for fire inspections. A couple of CAA members recently received notices of the higher fees and informed CAA. A bill that would close a change-of-ownership “loophole” in California’s Proposition 13 has undergone significant business-friendly amendments, helping it gain momentum in the Assembly. At the insistence of the California Apartment Association and other groups, Assembly Bill 2372 no longer contains wording that could prompt a flood of unnecessary reassessments. In the revised version of AB 2372, authored by  Assemblyman Tom Ammiano, D-San Francisco, and Assemblyman Raul Bocanegra, D-Pacoima, reassessments would follow the sale of commercial property whenever 90 percent of the property is sold over any three-year period. Bad public policy? In Los Angeles, we’re putting a cork in it. While lifting a few wineglasses, about 120 friends of the California Apartment Association helped CAA’s work to keep poor political candidates out of office and get good ones elected. It all came together April 30 at the Annenberg Beach House in Santa Monica, where CAA’s Los Angeles  division held its inaugural “Cork & Sand” event. As expected, a bill that would hinder a landlord’s right to take rental units off the market in San Francisco advanced from the Judiciary Committee this week. It next goes to the Senate floor. Voters this week rejected a property tax measure that would have provided a permanent funding source for a financially struggling hospital in San Pablo. The parcel tax — intended as a funding source for Doctors Medical Center — needed two-thirds approval from voters in Tuesday’s vote-by-mail election. Measure C, however, received only about 52 percent support. The tax, which had no sunset provision, would have charged 14 cents per square foot of developed property.
