Question: Is the legal age for leaseholders over 18 or over 17? Answer: The legal age to contract in California (including leases) is 18 or over. However, if the underage person is “emancipated” (is or has been married, in active military duty or by court order), he or she does have the ability to enter into binding contracts and leases.

The Rental Housing Association of Sacramento Valley, a regional organization serving single-family and multi-family rental owners and managers, has announced its merger with the statewide California Apartment Association. Following the merger, RHA was renamed CAA Sacramento Valley, becoming one of several local divisions operating throughout the state. RHA had been affiliated with CAA as an independent chapter since 1951. CAA is the nation’s largest statewide association serving the rental housing industry. Its membership includes over 13,000 single-family and multi-family property owners and managers, as well as businesses providing products and services for the industry.

The California Apartment Association is closely monitoring a newly formed coalition that’s working to bring rent control to the city of Sacramento. The coalition, Housing4Sacramento, includes groups that champion tenant rights, organized labor, socialism and subsidized housing.

Tenant operatives are now attempting to repeal the Costa-Hawkins Rental Housing Act through a statewide ballot measure targeted for the November 2018 election. Signature gathering to qualify the initiative began after the state attorney general issued a title and summary for the measure, which you can find here. Qualifying the ballot measure for the fall became the focus of tenant groups in January after CAA and its allies defeated AB 1506, a bill that would have overturned Costa-Hawkins and brought extreme forms of rent control back to California. The Sacramento City Council early this month is expected to approve changes to the annual fire-prevention fee for multifamily properties with three or more units. If approved, the new annual fees will be $40 to $808, depending upon the number of units at the property. California Apartment Association staff persuaded city fire officials to reduce some of the increases while securing support for improvements to the overall program.

The California Apartment Association was quoted this week in a number of news stories about efforts to repeal the Costa-Hawkins Rental Housing Act via statewide initiative. “Rent control would put a halt on new construction,” Debra Carlton, senior vice president of public affairs for CAA, told Sacramento CBS 13. “It may help an individual at that moment in time, but it will stop construction going forward, and the future of California is in jeopardy.”

Repealing the Costa-Hawkins Rental Housing Act — and bringing extreme forms of rent control back to California — is no longer a legislative priority for the San Jose City Council. On a 9-2 vote Tuesday, the council removed overturning Costa-Hawkins from its legislative to-do list. That decision came after this year’s legislative effort to repeal Costa-Hawkins — Assembly Bill 1506 – died Jan. 11 during its first committee hearing. It was the second straight year that AB 1506 fizzled amid fierce opposition from the California Apartment Association and its allies.

The California Department of Housing and Community Development on Thursday released the official list of cities that will have their housing approvals streamlined under SB 35, a bill supported by the California Apartment Association and authored last year by Sen. Scott Wiener, D-San Francisco.

The Santa Barbara City Council on Tuesday voted to create an ordinance requiring mandatory lease offerings for renters. The ordinance also will require relocation assistance for tenants in circumstances of large displacement in communities of 15 or more units. The policies reflect recommendations from a Landlord/Tenant Task Force, which included representation from the California Apartment Association. The City Council created the task force last year after rejecting rent control as a policy option.
