CAA board hears about expected Section 8 bill

Under legislation expected this year, landlords could be forced to sign government contracts through local housing authorities, use their mandated leases, and accept Section 8 certificates.

The California Apartment Association’s Board of Directors heard about this anticipated bill and several other likely proposals on Feb. 12, during its first meeting of 2015.

State lawmakers are also expected to attack the Ellis Act again this year. The Ellis Act is a state law that prohibits cities and counties from forcing landlords to stay in the rental housing business. In 2014, CAA successfully defeated a bill that would have forced San Francisco landlords to stay in the rental housing business for at least five years, even if losing money.

Bills on bed bugs, subleasing properties as vacation rentals, and water sub-meters also are expected to surface in coming months, according to a presentation by CAA’s public affairs team.

The board meeting, held in downtown Sacramento, also included updates on three new CAA forms and the swearing in of Mike Bissell as board president for 2015.

Bissell, an executive with the SARES-REGIS Group in Irvine, said he is honored to lead CAA’s governing body.

“I look forward to a very interesting year, as they all seem to be,” said Bissell, president of the Property Management Division at SARES-REGIS. He replaces Ron Granville of Woodmont Real Estate Services.

Other highlights of the board meeting included an economic forecast and a discussion of local-level proposals, such as seismic retrofitting, smoking bans — and in some cities — talk of rent control.

The board also got to check out CAA’s revamped website, which is slated for public debut next month. Users will find it easier and faster to navigate.

The board also welcomed the North Coast Rental Housing Association as a division of CAA.

With its new status, CAA North Coast will have more resources than ever to serve and protect the rental housing industry in Del Norte, Humboldt, Mendocino, Lake and Sonoma counties.
