The management of asbestos is primarily governed by three regulations: Proposition 65, the National
Emissions Standards for Hazards Air Pollutants and the Occupational Safety and Health (OSHA) Code
regulations. The Environmental Protection Agency, following a Congressional mandate, began regulating
the use of asbestos in the early 1980s. The buildings that are most at risk of containing asbestos are
buildings built prior to 1981.
