California State law requires rental property owners to place locks on exterior unit doors, common doors, and windows of their rental units. Tenants are responsible for notifying owners or their agents when they discover an inoperable lock on a window or door. Owners will not be held liable for any violation of this law unless they fail to repair the lock within a reasonable time.
