California law authorizes the creation of Multi-Family Improvement Districts or MIDs. MIDs are permitted for the purpose of financing improvements and promoting certain enumerated activities to benefit properties located within the district.
Essentials of the law are as follows: multi-family property owners may petition a city to form a MID. Once the MID is formed, they may then vote to levy an assessment on all the property owners within the District to fund certain activities or improvements.
