The California Apartment Association is preparing to fight a property-tax initiative that could appear on the November ballot and pose significant threats to the rental housing industry and the entire real estate community. Referred to by proponents as the “Lifting Children and Families Out of Poverty Act,” the plan directly assaults Proposition 13 by creating a property tax surcharge on all commercial and residential properties in the state assessed at over $3 million. Starting in the 2017-18 fiscal year, the proposal would add a 0.3 percent tax on property assessed between $3 million and $5 million; 0.6 percent on property… Read More

The Pacifica City Council will consider rent control during its Monday meeting, and CAA is calling on members to speak out against this flawed policy. At the meeting, rent control advocates also are expected to demand a just-cause eviction ordinance, which would make it difficult to evict tenants suspected of violent crimes, making it impossible to protect your residents and property. It is vital that members of the rental housing industry attend and speak against these harmful regulations and remind council members that: Rent control isn’t an affordable housing program; it will not build one new unit of housing Rent… Read More

The Lafayette City Council on Monday is expected to consider a number of bad policies for the multifamily housing industry, including rent control. The council also is likely to consider a moratorium on rent increases — and perhaps a just-cause for eviction measure, which would make it difficult to evict problem tenants, including those endangering other residents. The California Apartment Association is encouraging its members to testify at the meeting, scheduled for 7 p.m. Jan. 25 at the Lafayette Library & Learning Center. It is important that local members of the rental housing industry remind the council that rent control:… Read More

During the study session, set for 2 p.m. at City Hall, the council will also review a possible just-cause eviction ordinance, which would make it unduly difficult to evict problem tenants, including those suspected of violent crime. The California Apartment Association’s North Coast division asks that rental housing owners and managers attend and speak out against both of these flawed policies. Rent control and just cause are among the options that a… Read More

The California Apartment Association has forged a strong working relationship with the next speaker of the state Assembly, Anthony Rendon, and looks forward to collaborating with him in his new leadership role. Last week, Rendon won the speakership by a unanimous vote from his Assembly colleagues. He is set to take over the post in early March as current Assembly Speaker Toni Atkins is forced out by term limits. Under new term limits rules, he is eligible to serve until 2024, which would make him one of the longest serving Assembly speakers. Rendon represents the 63rd Assembly District, which includes… Read More

California property owners would have to allow tenants to smoke marijuana in rental units under possible changes to fair housing laws. They also would face unreasonable occupancy standards — ones similar to the Uniform Housing Code’s maximum occupancy. And any request for an assistive animal or companion animal would be presumed reasonable. These are among several ideas being floated by the California Fair Housing Council and of great concern to the California Apartment Association. The council has issued an initial working draft of its proposed regulations based on its interpretation of the state’s Fair Employment and Housing Act. On Jan.… Read More
