After hours of debate, the San Jose City Council on Tuesday rejected a proposal to begin basing its annual rent cap on the rate of inflation.
At the urging of CAA, the council instead voted 6-5 to maintain the city’s current 5 percent limit on annual rent increases.
The California Apartment Association attended Tuesday’s meeting in force, with members speaking against the proposal to base rent control on the Consumer Price Index. The CPI is now about 3.4 percent but fluctuates.

An effort to place rent control before voters in Long Beach has already hit a snag.
Last week, tenant advocates filed preliminary paperwork to place a rent control initiative on the November 2018 ballot.
The Long Beach city attorney, however, deemed the “Notice of Intent to Circulate Petition” to be incomplete, as it lacked the written text of the proposed initiative, which is required under the election code.
Tenant advocates in Long Beach have launched a campaign to place a rent control measure before voters next year.
On Wednesday morning, a representative from Housing Long Beach filed preliminary paperwork to qualify a rent control initiative for the November 2018 ballot.
Pacifica voters on Tuesday, Nov. 7, overwhelmingly rejected a ballot measure that would have enacted both rent control and eviction controls on multifamily housing in the city.
Measure C went down in defeat, with 62.03 percent of the vote cast against the proposal. This marks the third time a rent control ballot measure has been resoundingly defeated in San Mateo County. Last year, voters of San Mateo and Burlingame overwhelmingly rejected rent control.

After hearing from CAA, the city of Anaheim’s Homeless Policy Working Group removed rent control as a possible solution to end homelessness.
During public comment Nov. 3, CAA addressed the Working Group about the ill-effects of rent control and the negative consequences that such a policy would bring.
The San Jose City Council next month will vote whether to lower its annual cap on rent increases for the second time in less than two years.
At its Tuesday, Nov. 14 meeting, the council will consider switching to a rent control formula based on the rate of inflation, or the Consumer Price Index. The CPI is now about 3.4 percent.

A statewide ballot initiative filed Monday, Oct. 23, seeks to repeal the Costa-Hawkins Rental Housing Act, landmark legislation that protects property owners and renters from radical, local rent control measures.
For over 20 years, the Costa-Hawkins Act has prohibited local governments from regulating the price of rents on rental units built after 1995. Costa-Hawkins also prohibits a local government from regulating rents on single-family homes, individually owned condominiums and townhouses.

After hearing from dozens of rental housing owners, the Palo Alto City Council on Monday rejected a proposal to bring rent control to the city.
Under an ordinance proposed by three members of the City Council, Palo Alto would institute a cap on rent increases and just-cause eviction policies, while exploring other tools for renters.

The Glendale City Clerk’s Office has rejected a bid to place rent control before the city’s voters, calling the submitted petition “deficient and invalid” due to a number of problems.
For example, the text of the rent control measure is not included anywhere in the petition, the clerk said. Moreover, in some areas, sections of pages were glued atop other pages, and in some areas, sections were “whited out” and then filled in again.

The city of Palo Alto on Monday, Oct. 16, will consider studying the possible adoption of a rent control ordinance.
Council members Lydia Kou, Karen Holman and Tom DuBois issued a proposal to study whether Palo Alto should:
Cap the annual rent increase by a certain percentage
Institute a just-cause eviction ordinance
Study other open-ended renter protections
