The number of newspapers urging readers to reject Proposition 10 and preserve the Costa-Hawkins Rental Housing Act continues to grow.
In recent days, more than 15 newspapers took stances against Prop 10, which would bring extreme forms of rent control back to California.
These newspapers include the Fresno Bee, Modesto Bee, Bakersfield Californian, San Francisco Business Times, Santa Rosa Press-Democrat, Palo Alto Daily Post, and La Opinión, the nation’s largest Spanish-language newspaper. Also joining the chorus against Prop 10 is the 11-newspaper Southern California Newspaper Group, which includes the Los Angeles Daily News, Orange County Register and the Riverside Press-Enterprise.… Read More
A UC Berkeley economist Tuesday released his third in a series of papers on why California should keep the Costa-Hawkins Rental Housing Act.
The new paper, “The Case for Preserving Costa-Hawkins: The Potential Impacts of Rent Control on Single Family Homes,” was authored by Kenneth T. Rosen, chairman of UC Berkeley’s Fisher Center and chairman and founder of Rosen Consulting Group.
If California voters approve Proposition 10 and overturn Costa-Hawkins in the Nov. 6 election, cities and counties will be authorized to impose rent control on single-family homes.
According to Rosen’s latest paper, single-family rent control would decrease property values… Read More
The passage of Proposition 10 could invite radical activists to circumvent elected leaders and pursue extreme rent control measures through the initiative process.
That’s the takeaway from a news release issued this week by the No on Prop 10 campaign.
Proponents of Prop 10, a measure on the Nov. 6 statewide ballot that would repeal the Costa-Hawkins Rental Housing Act, argue the measure would simply give city and county officials more freedom to pass rent control policies.
In reality, it would transfer power to local activists seeking to restrict new development, even if it hurts tenants and homeowners, say local… Read More

The first pair of TV and digital advertisements opposing Proposition 10 have arrived.
Californians for Responsible Housing today released two, 30-second spots opposing Prop 10, the November ballot measure that would repeal the Costa-Hawkins Rental Housing Act and bring extreme forms of rent control back to California.
The ads, accessible here and at the bottom of this article, feature affordable housing experts who say of that Prop. 10 “makes a bad problem worse” and does “the opposite of what it promises.”
Without Costa-Hawkins, California cities and counties could once again adopt extreme forms of rent control, including the imposition of… Read More

In a study released this week, a UC Berkeley economist warns that repealing the Costa-Hawkins Rental Housing Act would worsen the state’s housing shortage.
The paper, authored by Kenneth T. Rosen and available here, focuses on the potential impacts of Proposition 10, a Nov. 6 ballot measure that would overturn 1995’s Costa-Hawkins Act.
Without Costa-Hawkins, California cities and counties could once again adopt extreme forms of rent control, including the imposition of rent caps on new apartments and single-family homes. Such moves would create a major disincentive for the development of much needed housing.
“The last thing California needs is… Read More
A bipartisan coalition of political leaders from across California has urged voters to reject a ballot measure that would repeal the Costa-Hawkins Rental Housing Act and return radical forms of rent control to the state.
The coalition, including officials from the city, county and state levels, says Proposition 10 would hurt local budgets while underming efforts to tackle California’s affordable housing crisis, the No on Prop 10 campaign said in a news release.
If voters approve Prop 10 in the Nov. 6 election, cities will be authorized to apply rent control to single-family homes and new multifamily housing. They’ll also… Read More

Affordable housing advocates have joined a growing list of opponents to a measure that would overturn the Costa-Hawkins Rental Housing Act.
The California Council for Affordable Housing and the California Housing Consortium are now part of a growing list of opponents to Proposition 10, the ballot measure going before voters in November that would repeal Costa-Hawkins and return extreme forms of rent control to California.
If voters approve Prop 10 and overturn Costa-Hawkins, cities will be authorized to apply rent control to single-family homes and new multifamily housing. They’ll also be able to make rent caps permanent, even after changes… Read More

The Bay Area Council, which represents more than 300 of the largest employers in the Bay Area, has announced its opposition to Proposition 10, the ballot measure that would repeal the Costa-Hawkins Rental Housing Act.
“We need comprehensive solutions to the housing crisis impacting our region and the entire state, but Proposition 10 would make our problems worse,” Jim Wunderman, president and CEO of the Bay Area Council, said in a news release. “We need to build more units close to public transit options that will help connect workers with good jobs and ensure they can afford a safe, convenient… Read More

The Santa Monica City Council on Tuesday declined to put forth a local ballot measure that would update the city’s rent rollback date if the Costa-Hawkins Rental Housing Act is repealed.
Should Proposition 10 pass and Costa-Hawkins be overturned, the city will instead rely on the Rent Board to adjust the city’s base rent, which remains set at 1978 levels but hasn’t been enforced since Costa-Hawkins became law.

California’s non-partisan Legislative Analyst’s Office has said that Proposition 10 — the ballot measure that would repeal the Costa-Hawkins Rental Housing Act — could cost local governments up to “tens of millions of dollars per year” in new costs and that the state could lose up to “hundreds of millions of dollars per year” in revenues.
The Legislative Analyst’s Office shared those findings in an analysis of Proposition 10 included in an Official Voter Information Guide published this week by the California Secretary of State’s Office.
Of those costs, the San Francisco Chronicle Editorial Board writes, “That’s the sobering bill… Read More
