Thanks to a referendum backed by the California Apartment Association and its supporters, rent control in Richmond is on hold.
Today, CAA, on behalf of thousands of local property owners and concerned citizens, submitted 7,025 signatures to Richmond’s city clerk.
The referendum asks voters to repeal a rent control and just-cause-for-eviction ordinance approved by the City Council on Aug. 5. The referendum also postpones implementation of the ordinance, which had been scheduled for Friday, Sept. 4.
The City Council can now either repeal the ordinance or send the issue to voters. If the council chooses the latter, the referendum will … Read More

With the support of CAA, the San Jose City Council formed an advisory group to explore possible changes to the city’s rent control ordinance.
Creation of the advisory group came Tuesday by a 9-2 vote and establishes a task force with both rental property owners and tenants who will seek sensible solutions to address the calls to amend San Jose’s rent control ordinance. The decision marks a victory for property owners that was overlooked in much of today’s media coverage.
The newly formed advisory committee will meet in public over the next few months to review information and consider possible… Read More

At a special meeting Wednesday, Aug. 5, the Richmond City Council officially approved its rent control and just-cause-for-eviction ordinance and scheduled it to take effect in 30 days.
The council had previously planned to implement the law effective Dec. 1. A council member, however, pushed to fast-track the process, leading to a series of special meetings over the past week.
After Wednesday’s second reading of the ordinance, the council ratified it by a 4-1 vote, becoming the first Bay Area city to adopt rent control in decades. Other cities in the Bay Area also are examining rent control and may… Read More

The latest incarnation of Richmond’s rent control ordinance would have tenants and landlords sharing the administrative costs of the program.
An earlier version of the ordinance, passed July 21, would have required landlords to bankroll the rent control program on their own, even if they have no rent controlled units. Administering rent control is expected to cost Richmond up to $2.2 million per year. Landlords would be billed between $170 and $230 per unit annually.
At a special meeting Friday, however, Vice Mayor Jael Myrick proposed allowing property owners to pass 40 percent of those costs to tenants.

The Richmond City Council will hold a special meeting at 6 tonight to implement rent control and just-cause eviction more quickly than previously planned.
The council had decided to implement rent control effective Dec. 1, but this past Tuesday, a council member proposed fast-tracking the ordinance so it would take effect in September. See video
Since the council is entering its August recess, the move triggered the need for a series of special meetings.
Assuming the council approves rent control tonight with an earlier start date — the four votes needed to do so are there — it would then… Read More

Owners of rental property in Richmond will soon face a cap on rent increases and find it harder to evict problem tenants.
On the evening of Tuesday July 21, the City Council approved a rent control and just-cause ordinance on a 4-1 vote. At the time of the decision, Mayor Tom Butt and Councilman Vinay Pimple had left the meeting, having been denied an opportunity to speak about the proposal.
That denial came when Councilwoman Gayle McLaughlin successfully pushed to halt debate and hasten a vote [see video] following Vice Mayor Jael Myrick’s announcement that he would support rent control,… Read More

In just four days, the Richmond City Council will again take up a proposal to institute rent control and a just-cause eviction ordinance.
CAA is calling on its members with property in Richmond to attend the Tuesday, July 21, meeting and argue against these flawed policies.
As they have in recent meetings, tenant advocates Tuesday will likely make impassioned pleas for rent control and a just-cause eviction ordinance, while arguing against the creation of a rent mediation board, the most sensible option under consideration.
It’s imperative that CAA and its members continue to dispell the myths surrounding rent control and… Read More

As the push to adopt rent control and just-cause eviction in Richmond gains traction, it’s vital that members of the rental housing industry band together and voice their objections.
Members can fight these flawed policies by either emailing City Council members or attending the Tuesday, July 21, council meeting.
Advocates for rent control certainly will mount a show of force, wearing yellow shirts, carrying signs and raring to testify. They’ll come from groups such as the Alliance of Californians for Community Empowerment, Contra Costa Interfaith Supporting Community Organization, Tenants Together and labor unions.
The California Apartment Association’s membership must also… Read More

Despite strong opposition from local rental owners led by the California Apartment Association, a divided San Jose City Council voted Tuesday to study a series of possible changes to the city’s rent control ordinance.
In the past month, the City Council heard the emphatic voices of rental owners who attended three public meetings, made phone calls, and sent hundreds of emails opposing changes to the city’s rent control law.
Because of this work, CAA’s Tri-County Division has been able to fight for a fair and deliberative process, not arbitrary changes that lack basis in fact, law or economics. And, CAA… Read More

On Tuesday, June 23, the San Jose City Council will decide if making amendments to the rent control ordinance should be a priority for the coming fiscal year.
Some of the proposals include:
Reducing the maximum allowable rent increase from 8% to 4%
Enacting a Just Cause Eviction Ordinance
Requiring rental owners to accept Section 8 vouchers
If chosen as a priority, the city will begin the process to amend the rent control ordinance. We need to tell them to look at all solutions to address our housing challenges.
Vice Mayor Rose Herrera and Councilmember Johnny Khamis have proposed the… Read More
