An Assembly bill intended to curb illegal marijuana cultivation could have unintended consequences for landlords whose tenants secretly set up growing operations in their units. Under AB 2164 by Assemblyman Ken Cooley, D-Rancho Cordova, individuals accused of violating local cannabis laws – including tenants and their unsuspecting landlords — could face fines and other penalties without first getting a chance to appeal and remedy the problem.

Rent control activists in the city of Santa Cruz filed signatures in hopes of qualifying a rent control measure for the November ballot. The Movement for Housing Justice submitted over 10,000 signatures, significantly more than the 5,600 required to qualify the measure. The Santa Cruz County Registrar of Voters will now count and check the validity of the signatures, a process that the California Apartment Association will monitor closely.

The California Apartment Association has added landlord safeguards to a bill that would ensure a tenant’s ability to pay rent through a third party. Historically, landlords have been unwilling to accept payments from third parties over concerns that a third party would claim a right to possession of the unit. CAA worked with the author, Assemblyman Phil Ting, D-San Francisco, to prevent this from happening.

Election officials will now determine whether a rent control initiative has qualified to appear before Inglewood voters this November. On Tuesday, May 9, price control advocates filed more than 14,000 signatures with the city clerk. The coalition needs approximately 10,000 valid voter signatures to place the initiative on the ballot. The Inglewood City Clerk will have thirty days to verify and authenticate the signatures. The California Apartment Association’s Orange County Division has been honored for its work with Families Forward to help end homelessness in the region. The accolades came April 28 at the 2018 Spirit of Volunteerism Awards. CAA Orange County had been nominated for the award by Families Forward. Question: Is there a smoke detector ordinance that requires an owner to perform an annual smoke detector inspection in each unit? If so, what is the purpose of the smoke detector agreement? Answer: California state law does not require an annual inspection of a smoke detector inside a rented unit; however, the owner is responsible to maintain and test smoke detectors in common stairwells or other common property of the apartment community. Tenants are required to notify the owner of an inoperable smoke detector in their unit.
