The California Apartment Association this week issued a background paper to help its members comply with a new law requiring periodic inspections of certain apartment balconies, stairwells and other elevated structures.
On Monday, Gov. Jerry Brown signed into law SB 721 by Sen. Jerry Hill, D-San Mateo. The bill came in response to tragic balcony and stairwell collapses in two apartment buildings several years ago.

During a special housing workshop held on Sept. 4, competing proposals were announced by Sacramento Mayor Steinberg and three members of the City Council.
As expected, Mayor Darrell Steinberg presented the framework of his plan to increase housing supply and provide rent relief. The proposal includes rent control that limits annual rent increases to 5 percent, but sunsets after three years. The temporary rent cap would exempt units built prior to 1999 and any units owned by property owners with five or fewer units. The Palo Alto City Council on Monday made clear, once again, that rent control and “just cause” eviction policies would fail to solve the region’s housing shortage.
At the Sept. 10 meeting, the council held firm on its position to reject rent and eviction controls as they did in October 2017.
Councilmen Adrian Fine, Greg Tanaka, Greg Scharff and Cory Wolbach rejected a motion by the City Council’s no-growth faction to explore “a full range of renter protections” that specifically include “just cause” eviction policies and rent stabilization — aka rent control.

The California Apartment Association has helped create a Landlord Advisory Committee to improve the administration of the Section 8 housing voucher program in the city of San Diego.
CAA negotiated with city staff to create the Landlord Advisory Committee as the city prepared to mandate that landlords accept Section 8 housing vouchers.
Under an ordinance formally adopted Sept. 11 and effective in 2019, rental housing owners in San Diego will be prohibited from rejecting rental applicants based on their use of Section 8. The ordinance will effectively force owners of rental property in San Diego to take part in the… Read More
The California Apartment Association is mobilizing its members and coalition partners to help stop a temporary rent control measure from coming to unincorporated areas of Los Angeles County.
On Tuesday, Sept. 11, the Los Angeles County Board of Supervisors will decide whether to pursue a temporary 3 percent rent cap for areas of the county that fall outside city jurisdictions. Click here to read the motion by Supervisors Sheila Kuehl and Hilda L. Solis and here to see Tuesday’s agenda.
Thanks to CAA, a recently signed law ensuring a tenant’s ability to pay rent through a third party also contains protections for landlords.
Historically, landlords have been unwilling to accept payments from third parties over concerns that a third party would claim a right to possession of the unit.
The California Apartment Association worked with the author, Assemblyman Phil Ting, D-San Francisco, to prevent this from happening.

The California Apartment Association today published revised versions of several forms related to the tenant-screening process.
The revisions come in response to an Aug. 20 California Supreme Court decision in Connor v. First Student. The ruling expanded the application of a California law known as the Investigative Consumer Reporting Agencies Act. Under this act, landlords, employers and consumer-reporting agencies must follow the procedures for “investigative consumer reports” when seeking and providing reports that relate to an applicant’s “character, general reputation, personal characteristics, and mode of living.” The law doesn’t define these terms, but in the rental housing context, unlawful-detainer eviction… Read More
Sacramento Mayor Darrell Steinberg has informed the California Apartment Association that he will propose a temporary 5 percent rent cap as part of his strategy to address the city’s affordable housing shortage. Steinberg plans to make his proposal at the Tuesday, Sept. 4, City Council meeting.
CAA urges rental owners and property managers to attend this meeting and demonstrate the industry’s opposition to any form of rent control. Members are urged to sign up to speak against the mayor’s proposal during the public comment period.

After hearing from the California Apartment Association, its allies, and local housing providers, El Cerrito City Council this week rebuffed efforts to bring rent control and “just cause” eviction policies to the East Bay community.
Discussions of rent control and eviction controls were met with criticism Tuesday, even as the council faced intense pressure to adopt these onerous policies.
Long Beach is considering a policy that could ultimately require landlords to accept Section 8 housing vouchers.
During a presentation Tuesday, city staff told council members it could adopt source-of-income protections to prevent rental housing owners from rejecting rental applicants based on their use of Section 8. Such ordinances, adopted by local governments including San Diego and Marin County, effectively force owners to take part in the federal Housing Choice Voucher program.
