Beginning next year, rental property owners in unincorporated areas of Santa Clara County will be required to accept Section 8 housing vouchers. The requirement comes under an ordinance passed by the county Board of Supervisors requiring that all people with the ability to pay for a given housing unit be considered for that unit, including those who would pay rent using Section 8 housing vouchers.
The California Apartment Association argued that a mandated approach was the wrong one and that it is Section 8’s structural problems that dissuade many property owners from participating.

The Fresno City Council on Thursday approved a CAA-supported ordinance to address substandard housing, a problem recently highlighted by local news media.
The ordinance incorporates a free rental registry and a percentage-based sample interior inspection program to ensure compliance with state housing law. Properties that pass inspection would then be allowed to self-certify.

Before a sold-out crowd Thursday, renowned economist Christopher Thornberg delved into the state of California’s rental housing market, including its present cooldown following several years of robust growth.
Thornberg, founding partner of Beacon Economics, said growth has slowed as more housing supply has entered the pipeline. He offered his comments while kicking off the California Apartment Association’s Tri-County Outlook 2017 at Mountain View’s Computer History Museum. His talk also included an overview of the national election, its implications for the rental housing industry, and how proposed changes to the Affordable Care Act may affect renters.

A court hearing originally scheduled for today on CAA’s challenge to Richmond’s rent control law has been delayed until next Wednesday.
The hearing is now set for 9 a.m. Feb. 1. It was rescheduled due to a calendar conflict in Contra Costa County Superior Court.

The California Apartment Association’s offices will be closed Monday, Jan. 16, in observance of the Martin Luther King Jr. holiday. Normal operating hours will resume Tuesday, Jan. 17.

After the California Apartment Association qualified a referendum on Santa Rosa’s rent control ordinance, the City Council on Tuesday decided to put the issue before voters in a June 6 special election.
The council had two other options: to repeal the law or place it before voters in November 2018.
After hearing from the California Apartment Association, the Menlo Park City Council has unanimously declined to study rent control and just-cause eviction policies.
Instead, the council Tuesday agreed to study nearly 15 policies and programs to increase housing supply, help low-income families obtain affordable units, and develop a rental housing best-practices program for owners.
The California Apartment Association has named Matthew Buck as its new executive in Orange County.
Buck began his new role Jan. 3. With three years of experience at CAA, he previously served as vice president of public affairs for CAA Inland Empire.

The California Apartment Association has named Ben J. Benoit as its new vice president of public affairs in the Greater Inland Empire.
Benoit, who began Jan. 3, comes to CAA’s Greater Inland Empire office with a history of service to his community. Benoit has served as a council member for the city of Wildomar and has brought a strong voice to many regional boards.
