A law in Hesperia that allows the police chief to order the eviction of tenants from rental housing violates the U.S. Constitution, the California Apartment Association says in a letter to the city. The police chief’s eviction authority is part of Hesperia’s Crime Free Rental Housing ordinance, a pilot program that took effect Jan. 1. On Dec. 1, 2015, the Mountain View City Council approved a “right to a lease” law. Owners are required to provide notice of the law and to offer residents the option of a 6- or 12-month fixed-term lease. Greg Terzakis, a veteran of government affairs work in the Central Valley, has joined the California Apartment Association as its new executive director in Greater Fresno. Terzakis, who began Monday, Feb. 1, came to CAA from Granville Homes, a local business where he served as public affairs manager. Prior to that position, he spent four years as a legislative aide to San Joaquin County Supervisor Carlos Villapudua. Terzakis also spent seven years as partner at Reid and Associates, a political lobbying organization in Stockton. In the mid-1990s, he worked as a field representative for U.S. Rep. John T. The Santa Rosa City Council on Jan. 26 held a public study session to discuss rent control and other measures touted as renter protections. The council heard from its hired consultant, who laid out several options for addressing the city’s housing issues, including: Mediation Just-cause eviction Rent stabilization CAA and business coalition partners mobilized approximately 100 stakeholders to attend this meeting, with many speaking out against rent control and just-cause eviction policies.   U.S. Secretary of Veterans Affairs Robert McDonald this week thanked members of the California Apartment Association’s Greater Inland Empire Division for helping to end homelessness among veterans in San Bernardino County. In October, San Bernardino County asked CAA for help finding housing for the county’s remaining 200 homeless veterans. This prompted CAA and the Housing Authority of the County of San Bernardino to host a webinar on how CAA members could help. The California Apartment Association is preparing to fight a property-tax initiative that could appear on the November ballot and pose significant threats to the rental housing industry and the entire real estate community. Referred to by proponents as the “Lifting Children and Families Out of Poverty Act,” the plan directly assaults Proposition 13 by creating a property tax surcharge on all commercial and residential properties in the state assessed at over $3 million. Just a few days before the rent control discussion returns to Pacifica, the California Apartment Association and the city are partnering to better educate both rental housing providers and renters about their rights and responsibilities. The California Apartment Association has forged a strong working relationship with the next speaker of the state Assembly, Anthony Rendon, and looks forward to collaborating with him in his new leadership role. Last week, Rendon won the speakership by a unanimous vote from his Assembly colleagues. He is set to take over the post in early March as current Assembly Speaker Toni Atkins is forced out by term limits.
