With this month’s deadline for Gov. Jerry Brown to sign and veto bills in the proverbial rear-view mirror, CAA has compiled the following summaries of rental housing-related laws set to take effect Jan. 1, 2016: Affordable Housing Community Revitalization Authority Assembly Bill 2 (D-Alejo) AB 2 allows specified “disadvantaged” areas of California to create a new entity called a Community Revitalization Investment Authority. Responding to claims of large rent increases in Alameda, the City Council recently adopted a stronger mediation program to review rises in rent. A group of local rental property owners and renters spent many hours working with the city of Alameda to develop a program aimed at balancing the needs associated with managing rental property with the needs of renters. The Santa Rosa City Council on Tuesday, Oct. 20, is expected to approve a plan to study whether rent control is a viable option to address Santa Rosa’s housing challenges. Changes to pilot program mark another victory for rental housing in High Desert Hesperia is launching a more palatable version of its crime-free rental housing program, thanks to the government affairs work of CAA Greater Inland Empire. The California Apartment Association worked to remove two problematic components from the pilot program, which takes effect in this High Desert city Jan. 1. Landlords and apartment complex employees who apply pesticides on a rental property must notify their tenants, according to a bill signed into law by the governor. Since 1984, California law has required specific notification requirements of pest control companies when they apply pesticides at residential properties. Legislation signed into law by Gov. Brown on Sept. 8 extends those tenant-notice requirements to landlords, their employees and agents when they personally apply pesticides, such as over-the-counter aerosol bug sprays and foggers, at rental properties. On a radio talk show Tuesday, CAA’s Debra Carlton extolled a bill that would provide tax credits to help landlords pay for seismic retrofits. Carlton, senior vice president of public affairs for the California Apartment Association, discussed Assembly Bill 428 with host Larry Mantle on KPCC’s AirTalk. AB 428 by Assemblyman Adrin Nazarian has passed the state Legislature and awaits Gov. Jerry Brown’s signature. Landlords must tell tenants of their right to contest a rent increase Before landlords raise rents in Alameda, they must now tell tenants about an appeal process offered by the city. The California Apartment Association and the United Way have formed a partnership to fight homelessness in the Inland Empire. CAA’s Greater Inland Empire and the Inland Empire United Way announced their partnership Tuesday, Sept. 15.
