Starting in 2019, all rental property owners in the city of San Diego will be required to accept Section 8 housing vouchers.
The mandate comes under an ordinance approved Tuesday by the San Diego City Council. The policy change requires landlords to consider for tenancy all people with the ability to pay for a given unit, including those who would pay rent using Section 8.
While the California Apartment Association encourages voluntary acceptance of federal housing vouchers, it opposes legislation that mandates their acceptance.
Although a rent control measure could be headed for the Nov. 6 ballot in Santa Rosa, a movement on the City Council is afoot to explore a rent control ordinance at City Hall as well.
On Tuesday, the council was scheduled to discuss a potential rent control ordinance, spurring members of the California Apartment Association to attend the meeting to voice their opposition.
The mayor ultimately pulled the item from the agenda, and it is unclear whether the council will revisit it.

A rent control measure targeted for Inglewood’s fall ballot has failed to qualify, the city clerk’s office has confirmed.
Tenant advocates filed their petition for a rent control measure in October 2017, giving them six months to submit the approximately 10,000 valid voter signatures needed to qualify their measure.
In May, proponents submitted 14,000 signatures, however, the city clerk reports that an excessive number of those signatures were invalid, disqualifying the Inglewood Rent Control Petition for the fall ballot.

The California Apartment Association has partnered with the Fresno-based nonprofit A Reading Heart to install mini-libraries in CAA-member properties.
A Reading Heart is a book-donation program dedicated to serving children in areas with limited access to books.

Rent control activists in the city of Santa Cruz filed signatures in hopes of qualifying a rent control measure for the November ballot.
The Movement for Housing Justice submitted over 10,000 signatures, significantly more than the 5,600 required to qualify the measure.
The Santa Cruz County Registrar of Voters will now count and check the validity of the signatures, a process that the California Apartment Association will monitor closely.
An Assembly bill would dramatically prolong the eviction process, endanger renters who complain about their neighbors, and allow tenants to avoid eviction by making frivolous complaints.
Under 2343 by Assemblyman David Chiu, D-San Francisco, landlords would have to provide 10 days’ notice before serving eviction papers to tenants who’ve failed to pay the rent. At any time during this 10-day period, the tenant could pay the rent to prevent eviction. At present, the notice requirement is three days. This extension would essentially shift rent due dates to the middle of the month.

Tenant advocates have filed preliminary paperwork to place a rent control measure before voters in the city of Sacramento.
The initiative would amend the city charter to impose inflation-based rent control and “just cause” eviction policies in the capital city.
Under the measure, the rent charged as of Feb. 20, 2018, would serve as the base rent. Maximum annual increases would then be tied to the consumer price index. The measure would also create a nine-member rent control board, require landlords to pay an annual rental housing fee, and establish relocation assistance for displaced tenants.
Over the objections of CAA and its members, the Santa Cruz City Council on Tuesday imposed interim emergency rent control and just-cause eviction ordinances, effective immediately.
Although most attendees objected during public testimony, the council voted to instate a temporary 2 percent cap on rent increases for all apartment buildings built before 1995, with exemptions for condos, townhouses and single-family homes. The council also approved a temporary just-cause ordinance that applies to all housing, including single-family homes and accessory-dwelling units.
