Lawmakers have proposed a trio of bills that would hamper the ability of landlords to evict tenants.
The most sweeping of the three bills would impose “just cause” eviction policies statewide, another would expand the notice requirements for removing tenants under the Ellis Act, and the third would delay the eviction process for tenants who are delinquent on rent.

Forty-five representatives of the multifamily housing industry testified Tuesday about their ongoing frustrations with Los Angeles’ new waste-hauling franchise system.
Since the program, RecycLA, rolled out in July 2017, members of the California Apartment Association have seen a dramatic decline in service, including multiple missed pick-ups, while rates have soared by as much as 400 percent.

The Sacramento City Council early this month is expected to approve changes to the annual fire-prevention fee for multifamily properties with three or more units.
If approved, the new annual fees will be $40 to $808, depending upon the number of units at the property.

State Sen. Scott Wiener, D-San Francisco, has introduced a pair of bills to help boost housing production in California, a goal shared by the California Apartment Association.
Wiener’s SB 827 is intended to encourage multifamily development around public transportation hubs. The bill would lift some locally imposed low-density zoning standards that can prevent the construction of apartment buildings in these infill locations.
The legislation promises to address California’s ongoing housing shortage, and it would offer environmental benefits by boosting higher density housing near public transit, reducing the need for residents to commute by car.

A CAA-supported program to help address substandard housing issues in Fresno is up and running with an online rental registry.
Beginning next week, the city of Fresno will mail letters to all rental properties within the city limits asking that they register their properties within 30 days. This can be done online at fresno.gov/rentalhousing or via a form included with the letter.
The registry is part of the Rental Housing Improvement Act, or RHIA. Mayor Lee Brand wrote the ordinance, taking into account the concerns of the California Apartment Association.
