The Rancho Cordova City Council adopted a temporary no-cause eviction ordinance intended to prevent owners from terminating tenancies before AB 1482 takes effect on Jan. 1, 2020.
The action was taken despite one council member remarking that the ordinance was “dumb legislation” and “could cause more harm than good.”
Under the emergency ordinance, rental owners may not terminate a tenancy without cause through Dec. 31, 2019. The Milpitas City Council on Tuesday voted to impose an urgency ordinance that bans no-cause evictions until Jan. 1, when a state law with the same objective takes effect.
The council’s move is intended as a stopgap measure leading up to the implementation of Assembly Bill 1482, California’s newly signed statewide rent cap and “just cause” eviction law.

The Chico City Council has postponed action on a “just cause”
eviction policy and instead referred the matter to an ad hoc council committee
headed by Mayor Randall Stone for further study.
No action on the matter is anticipated until after the city holds an all-day affordable housing conference scheduled for Sept. 28.

The city of Milpitas this week approved a non-binding rent-review program, as well as a requirement that landlords consider tenants who use Section 8 housing vouchers.
The council also scheduled a special meeting to consider an emergency “just cause” eviction proposal.
The city of Long Beach released a report this week on a
potential affordable-housing mandate for new developments.
The mandate could come through an inclusionary-housing ordinance. Such ordinances require a portion of units in new developments be priced at below-market levels.
The Santa Rosa City Council this week
postponed voting on an ordinance that would require that landlords consider
applicants with Section 8 housing vouchers.
The measure would prohibit blanket policies against accepting Section 8 applicants and make it illegal to deny a tenancy based on the tenant’s possession of a voucher.
The California Apartment Association is rallying rental housing owners and managers in Culver City to oppose a temporary rent cap going before the City Council on Aug. 12.
The yearlong rent freeze proposal is expected to cap rent increases at 3%, although that figure could change. The interim ordinance also would impose “just cause” eviction restrictions.
The city of Vallejo this morning declared a state of emergency that limits rent increases to no more than 10%.
The declaration says the city manager, acting as director of emergency services, has the authority to make such a move when the City Council is not in session.
The measure, which expires after seven days, is intended as a stopgap until the City Council can vote on its own declaration. The City Council is expected to hold a special meeting next week for that purpose, but the date and time has not been announced.
A coalition led by CAA — including
local businesses, the real estate sector, homeowners and other community
members – has qualified a referendum on El Cerrito’s “just cause” for eviction
ordinance.
To qualify the referendum, petitioners needed to submit 1,631 valid voter signatures to El Cerrito’s city clerk. On Thursday, the Contra County registrar of voters confirmed the success of that effort, counting 1,993 valid signatures.
In 2019, the California Apartment Association will continue to address a wide range of local rental housing issues in the Sacramento Valley.
