Tenant activists have again failed to collect enough signatures to place a rent control measure before voters in the city of Santa Ana.
On Monday, Tenants United Santa Ana turned in 2,400 signatures at City Hall — far shy of the 10,909 valid voter signatures required to qualify the initiative for the Nov. 3 ballot.
Rent control proponents blamed the failure on the coronavirus, saying it prevented petitioners from going door-to-door, the Orange County Register reported.

Sacramento Mayor Darrell Steinberg has announced his opposition to a local ballot measure proposed by tenant advocates that would establish rent control, “just cause” eviction restrictions, an elected rent board, and a new annual fee on rental properties in the city of Sacramento.
At the same time, the mayor said he will draft his own ordinance for City Council approval that the California Apartment Association fears will include the same elements as the ballot initiative with only minor modifications. Pacifica voters on Tuesday, Nov. 7, overwhelmingly rejected a ballot measure that would have enacted both rent control and eviction controls on multifamily housing in the city.
Measure C went down in defeat, with 62.03 percent of the vote cast against the proposal. This marks the third time a rent control ballot measure has been resoundingly defeated in San Mateo County. Last year, voters of San Mateo and Burlingame overwhelmingly rejected rent control.

A signature-gathering effort is preventing Santa Rosa’s rent control ordinance from taking effect, at least for now.
The city was set to implement permanent rent control and just-cause-for-eviction measures Friday, Sept. 30, however, a referendum effort has placed implementation of the policies on hold.
The San Jose City Council next week will consider an aggressive timeline for rolling out harsher rent control policies.
The implementation date and other issues related to San Jose’s Apartment Rent Ordinance will come up when the council meets Tuesday, May 10.
Two weeks ago, the City Council voted 6-5 to lower maximum annual rent increases on rent controlled units from 8 percent to 5 percent.
City officials had been considering a moratorium on rent growth until the harsher rules take effect, but according to the San Jose Mercury News, that idea is being shelved.

The Santa Rosa City Council next week will discuss rent control, just cause for eviction — and a possible moratorium on rent increases.
The discussion, scheduled for Tuesday, May 3, at City Hall, comes one month after the Santa Rosa Rent Stabilization Subcommittee voted 2-1 to recommend the measures.
Owners and managers of rental units in Santa Rosa are urged to attend Tuesday’s meeting, which is scheduled for 5:30 p.m. at City Hall.
If the council follows the subcommittee’s recommendations, the most immediate impact would be an urgency ordinance halting any rent increases for 45 days.

A task force that’s held a series of meetings on San Jose’s rent control policies will reconvene early this month for collect and provide final comments on the matter.
The Advisory Committee for the Apartment Rent Ordinance will gather from 6 p.m. to 9 p.m. Wednesday, Dec. 7, at City Hall, 200 E. Santa Clara St.
It is important for rental owners to attend this meeting and speak out against just cause eviction and stricter rent controls.

The California Apartment Association is working to defeat a November ballot measure that would levy unfair and exorbitant taxes that hurt both landlords and renters in Antioch.
CAA’s campaign, dubbed “No on Measure O,” includes a coalition of seniors, homeowners and local business owners.
However, this tax would not resolve the city’s chronic deficits — and is likely to be used for nothing more than City Hall salaries. Because Measure O was presented as a general tax, the City Council does not have to specify where or how the additional tax revenues will be spent.

On Thursday, May 29, “Tacos & Tequila with a Twist” attracted San Diego’s most prominent rental housing industry leaders to network, discuss industry trends and raise awareness regarding the importance that the political process plays in preserving the strength of the rental housing industry.
Whitney Benzian, executive director of CAA-San Diego, summed up the event as “wildly successful.”

The California Apartment Association is asking Inland Empire members with properties in Moreno Valley to contact the city regarding its nearly five-fold increase in fire inspection fees.
The fees, now $36 per unit, marks a 450 percent increase and could leave some members paying more than $9,000 for fire inspections.
A couple of CAA members recently received notices of the higher fees and informed CAA. The fire inspection ordinance took effect in January.
