The California Apartment Association this month co-hosted a virtual housing summit for multifamily housing developers in the Placer County region.
The July 24 meeting attracted elected officials from Placer County, Roseville and Rocklin, as well as city and county staff, and multifamily developers.
During the meeting, developers, elected officials, and staff discussed ways to reduce financial and regulatory barriers to market-rate and affordable multifamily housing projects. They also discussed how the region should explore a “right sized” approach to fee schedules for multifamily units, such as possibly using a per-square-foot calculation of fees versus a per-unit calculation.

workshop, presented by Legal Services of Northern California, will cover topics
including:

overview of landlord-tenant law in California
Best
practices and emerging issues such as zoning, permits, disability rights and
reasonable accommodations
Sample
housing case scenarios
The
training session is scheduled to run from 5 p.m.-7 p.m. at the Maidu Community

With a rent control hearing looming at the Capitol, the Sacramento City Council last month postponed its own hearing on landlord-tenant policies.
The council had been scheduled to hold a second hearing April 23 on the proposed Residential Rental Mediation Program, which is intended to address high rents while housing supply catches up with demand.
Mayor Darrell Steinberg, however, moved to postpone the hearing in light of two rent control bills scheduled to be weighed at the state Capitol later that week.

The California Apartment Association hired Mallori Spilker as its new government affairs director for the CAA Sacramento Valley division. She joins the public affairs staff in the Sacramento region led by Senior Vice President Jim Lofgren.
“Mallori brings highly desired skills and experience to the position,” Lofgren said. “With the threat of rent control looming in Sacramento, we are very fortunate to have someone of her caliber on our side.”
Before relocating to the Sacramento area, Spilker worked for two years in CAA’s North Bay division, establishing the government affairs and political action programs in Northern Marin and Sonoma counties.

A proposal to bring a rent-review program to Lafayette received a mixed response from the City Council last week.
The proposal, modeled after a program recently enacted in nearby Concord, was prompted by residents’ concerns over rent increases issued by new owners of a particular apartment complex in the city.
During the Sept. 25 meeting, representatives from the California Apartment Association and local rental owners highlighted the fact that numerous housing providers in Lafayette not only have rents far below market, but also voluntarily limit rent increases to 10 percent annually.
