If Los Angeles housing officials have their way, the “just cause” portions of L.A.’s rent control ordinance will soon apply to the vast majority of units in the city, including those now covered by AB 1482, the newly enacted statewide tenant protection law.

The Concord City Council plans to eliminate its Rent Review Program this summer, saying the nonbinding mediation program is no longer needed given the statewide rent cap under Assembly Bill 1482.
The council on Feb. 11 also expressed an interest in increasing relocation assistance for no-fault evictions, as well as mandating that landlords offer one-year leases. A proposal to apply AB 1482’s “just cause” for eviction policies at the beginning of a tenancy, instead of after one year, failed to move forward.

The city of Sacramento is still seeking feedback from the community as it creates a housing strategy for the next eight years.
The city has been working to update the 2021-2029 Housing Element and created a self-guided virtual workshop to get the thoughts of community members. The Draft Housing Element is the city’s eight-year housing strategy and commitment for how it will meet the housing needs of everyone in the community.

Thanks to the efforts of the California Apartment
Association, a proposal to implement a permanent “just cause” for eviction
ordinance, and impose it at the beginning of tenancies, failed to move forward
Tuesday.
The proposal would have gone further than AB 1482, the
upcoming state law that applies its just-cause provisions only after tenants
have been in place for a fixed amount of time.

Cities across California this week continued to pursue urgency stopgap ordinances intended to prevent no-cause evictions before AB 1482 takes effect Jan. 1.
Approving stopgap measures Tuesday were the following cities: Alhambra, Redondo Beach and Duarte in the Los Angeles area; and Menlo Park and San Carlos in the Bay Area; and Watsonville on the Central Coast. Long Beach ratified its measure Tuesday with a second reading.
As previously reported, more than a dozen other jurisdictions, from Los Angeles to Redwood City, have passed similar stopgap ordinances over the past few weeks.

The
Inglewood City Council this week adopted a long-term rent control policy that
caps annual increases at 3%.
The Housing Protection Initiative also creates a per-unit fee of up to $168, with 50% of the fee eligible for a pass-through.

Several more California cities this week, including Long Beach and Pasadena, rushed to pass urgency ordinances aimed at preventing no-cause evictions until the state implements Assembly Bill 1482.
The stopgap ordinances target 60-day eviction notices already pending and set to terminate tenancies before Jan. 1, the day that AB 1482 takes effect and implements a statewide rent cap and “just cause” eviction policies. Oct. 31 was the last day that California landlords could issue a 60-day notice.

A law taking effect Jan. 1 will require landlords to provide an additional month’s notice when they increase the rent on month-to-month tenants by more than 10%.
Under AB 1110 by Assemblywoman Laura Friedman, D-Glendale, rental owners and managers will need to provide 90 days’ notice for rent increases that clear the 10% threshold. Until now, a 60-day notice was required.

This week, the San Jose City Council held a study session to
better understand the issue of tenant displacement from a residential and
business perspective. The Housing Department scheduled the study session to
educate the council on who is getting displaced, why they are being displaced
and what can be done to prevent that displacement.
Much of the discussion focused on what the city could do to further support tenants from being evicted. While there is no disagreement that displacement is occurring because of rising rents, there was disagreement on what can be done to lessen it.

During a special meeting Tuesday, the Milpitas City Council
decided to pursue an emergency “just cause” for eviction ordinance.
The council directed staff to draft the ordinance for council consideration when it meets Oct. 15. Because it’s an emergency ordinance, it would need 4 out of 5 votes to pass. If it does, it would take effect immediately and remain in place until the beginning of next year, when statewide “just cause” policies are expected to take effect under Assembly Bill 1482. The council directed staff to draft the emergency ordinance to mirror exactly the just-cause section of AB 1482.
