A CAA-supported program to help address substandard housing issues in Fresno is up and running with an online rental registry.
Beginning next week, the city of Fresno will mail letters to all rental properties within the city limits asking that they register their properties within 30 days. This can be done online at fresno.gov/rentalhousing or via a form included with the letter.
The registry is part of the Rental Housing Improvement Act, or RHIA. Mayor Lee Brand wrote the ordinance, taking into account the concerns of the California Apartment Association.

Tenant advocates in Pasadena have filed preliminary paperwork to place rent control on an upcoming city ballot.

After hearing from dozens of rental housing owners, the Palo Alto City Council on Monday rejected a proposal to bring rent control to the city.

The past two weeks have brought some positive developments in efforts to protect Alameda property owners from the ill effects of rent control and related policies.
Just this Tuesday, local rental owners and members of the California Apartment Association helped persuade the Alameda City Council to back away from plans to make landlords subsidize the city’s new binding arbitration ordinance, a form of rent control it approved earlier this year.
The council had been expected to levy a $130-per unit annual fee on rental property owners. But after hearing from local CAA members, officials agreed to wait until city staff… Read More
Mountain View returned from the brink of approving binding arbitration — a form of rent control — during the City Council’s Tuesday night meeting.
The California Apartment Association played a pivotal role in mobilizing property owners to speak at the meeting and advocate for sensible landlord-tenant measures.

New tenants and tenants currently on lease: A written lease must be offered to every prospective tenant renting a rental beginning Jan. 7, 2016, and to tenants whose pre-existing leases expire after Jan. 7, 2016.

The California Apartment Association has published a form to help Mountain View landlords comply with the city’s upcoming “right to a lease” ordinance.
The Mountain View City Council approved its new law Dec. 1, modeling it closely after a requirement in Palo Alto that rental owners offer residents the option of a 12-month lease.
Mountain View officials believe that guaranteeing tenants the right to a fixed-term lease will provide stability for both renters and rental owners.
To comply with the new law, which takes effect Thursday, Jan. 7, owners and managers should use CAA’s new lease addendum, available to members … Read More
