Over objections from CAA, the city of Los Angeles is rushing to place a “vacancy tax” measure on the November ballot that could create steep tax penalties for landlords with unoccupied units.
The Los Angeles City Council on Tuesday unanimously directed staff lawyers to draft the proposal, which is being modeled after ordinances in Oakland and Vancouver, Canada. On Tuesday, the council is expected to decide whether to place the measure on the ballot — a move that would cost the city at least $12 million.

San Jose rental housing owners and managers now have until Sept. 22 to voice opposition to proposed changes to San Jose’s rent control law.
The public comment period regarding the changes originally was set to expire Sept. 14 but has been extended to Sept. 22.
“The city of San Jose needs to hear from you that the latest round of proposed changes to the city’s Apartment Rent Ordinance are excessive and not necessary,” said Anil Babbar, vice president of public affairs at CAA.

Several months after imposing stricter rent control in San Jose, the city is holding a series of hearings on further changes to its rent ordinance.
In May, the City Council lowered the maximum annual rent increase on rent controlled units from 8 percent to 5 percent, a change that took effect the following month. The council also greenlighted further changes to its rent ordinance and directed the Housing Department to incorporate them into a draft ordinance.

At Glendale City Hall, the idea of pursuing rent control to increase housing affordability has received a chilly reception.
During a public meeting July 26, City Council members agreed that rent control isn’t a good option, reflecting opinions in a report from the Housing Department.
“While rent control/rent stabilization programs can have tremendous symbolic value, they have generally proven costly to administer, undermined by existing state law, and do not necessarily achieve the goal of housing affordability,” a report from the city’s Housing Department says.

The window is quickly closing for rental housing owners to voice their opposition to stricter rent control in San Jose.
The San Jose City Council is expected to vote on a harsher version of its current policy April 19.
Before it does, the city next week will hold one more committee meeting on the issue.
The California Apartment Association is calling on its members to speak out at this meeting, scheduled for 6 p.m. Wednesday, March 16, at San Jose City Hall, 200 East Santa Clara St.

Rental property owners in San Jose would face a more stringent cap on annual rent increases under draft recommendations released by the city’s housing department.
Housing officials Tuesday recommended moving from the current 8 percent limit on annual rent increases to a model based on the rate of inflation.
Under the Housing Department’s recommendations, the annual allowable rent increase would be 100 percent of the consumer price index with a floor of 2 percent and a ceiling of 8 percent.

With the support of CAA, the San Jose City Council formed an advisory group to explore possible changes to the city’s rent control ordinance.
Creation of the advisory group came Tuesday by a 9-2 vote and establishes a task force with both rental property owners and tenants who will seek sensible solutions to address the calls to amend San Jose’s rent control ordinance. The decision marks a victory for property owners that was overlooked in much of today’s media coverage.
