A highly anticipated package of housing bills signed by the governor last week includes key legislation sponsored by the California Apartment Association. Gov. Jerry Brown signed the slate of 15 housing bills Sept. 29 during a ceremony in San Francisco. Important to this package are CAA-sponsored AB 678 by Assemblyman Raul Bocanegra, and a companion bill, SB 167 by Sen. Nancy Skinner, D-Berkeley. These bills will help boost California’s supply of housing, which has long lagged behind job and population growth.

A CAA-sponsored bill that would boost construction of micro apartments and help put a dent in California’s housing shortage won unanimous approval in the Legislature this week and now awaits the signature of Gov. Jerry Brown. The bill, AB 352 by Assemblyman Miguel Santiago, D-Los Angeles, would help prevent local governments from establishing roadblocks to “efficiency dwelling units,” which usually measure 220 square feet or less.

Revisiting a priority from 2016, Gov. Jerry Brown’s budget proposal takes on California’s housing shortage with a plan to curtail local hurdles to residential development. “What we can do is cut the red tape, cut the delays, cut whatever expenses we can afford to do to make housing more affordable,” Brown said, according to the Sacramento Business Journal. As in past years, Brown took a cautious approach to the state’s fiscal blueprint, which comes to $177.1 billion, citing concerns that a future economic downturn would sap state tax revenue.

In San Bernardino County, District 1 Supervisor Robert Lovingood, a pro-business candidate supported by CAA’s political action committee, became the first incumbent to be re-elected in 20 years. In Riverside County, voters decided to keep Chuck Washington as their District 3 supervisor. Washington had been appointed to the seat by Gov. Jerry Brown. After signing the state budget, Gov. Jerry Brown continues to seek legislation that would streamline the approval process for residential housing in California. On Monday, Brown signed a $122 billion state budget for 2016-17, including $400 million for affordable housing programs sought by Assembly Democrats. The governor, however, has set aside that $400 million until he and the Legislature work out a deal to more quickly approve local housing projects. During a radio show Monday morning, CAA’s chief executive made the case for legislation that would streamline the approval process for multifamily developments that meet affordable-housing standards and other state criteria. A lawmaker’s second attempt at providing tax credits for earthquake retrofits advanced Tuesday from the Assembly floor. AB 2392 by Assemblyman Adrin Nazarian, D-Sherman Oaks, would help landlords and other property owners pay for seismic upgrades. The Assembly approved the legislation on a 79-0 vote with one abstention. It now moves to the Senate. Thanks to a bill signed into law this week, mom-and-pop rental property owners won’t have to worry quite as much about abusive disability-access lawsuits. Gov.
