Split-roll parcel tax bill fails in Assembly committee

An Assembly committee Wednesday, June 25, rejected a bill that would have allowed school districts to impose different parcel tax rates on different types of property. SB 1021 by Sen. Lois Wolk, D-Davis, received one yes vote and three no votes, with five abstentions, in the Revenue and Taxation Committee. The legislation faced opposition from the California Apartment Association and dozens of other business groups. A CAA-opposed bill that would allow school districts to impose different parcel tax rates on different types of property heads to its first Assembly committee next week. If SB 1021 by Sen. CAA wins more positive amendments for water sub-meter bill

Over the past week, the California Apartment Association has negotiated more positive amendments into Sen. Lois Wolk’s bill on water sub-meters, resolving one of the rental housing industry’s biggest concerns: penalties. Under new changes to SB 750, all penalty provisions have been removed. Those terms would have imposed attorneys’ fees and penalties against landlords and their billing agents if they failed to follow the provisions of Wolk’s sub-meter legislation, even if minor missteps were made.
