Mountain View closer to asking voters to modify rent control law

The Mountain View City Council next month is expected to move forward with a city-sponsored ballot measure aimed at changing the local rent control law approved in 2016. On Nov. 12, the council is expected to decide whether to place such a measure before city voters in the 2020 election.

Effort to modify Mountain View rent control law heading to ballot

The Mountain View city clerk on Thursday certified that a CAA-supported measure that would make important changes to the city’s rent control law has qualified to appear on the ballot in 2020. The measure — the Mountain View Renter, Homeowner, and Taxpayer Protection Act — aims to fix many of the unfair, costly and unworkable provisions of the city’s rent control ordinance, which was adopted as Measure V in 2016.

Signatures submitted to clean up Mountain View rent control law

Proponents of an initiative that would clean up Mountain View’s rent control law have submitted thousands of signatures in hopes of placing the measure before voters in November 2020. On Monday, Oct. 8, a coalition of local homeowners, housing providers and residents filed 7,422 signatures with the Mountain View city clerk. Since Measure V brought rent control to Mountain View in 2016, rental housing owners have responded by taking units off the market, making way for million-dollar condominiums. The proposed initiative would encourage owners to continue providing rental housing and protect Mountain View renters from displacement.

Mountain View rent control effective date Dec. 23, rent committee finds

Despite objections from CAA, the Mountain View Rental Housing Committee on Monday declared Dec. 23, 2016, the effective date for the city’s rent control ordinance, even though the law remained on hold until spring of this year. In addition to implementing rent control, Measure V rolled back rents charged after the effective date to levels collected in October 2015.

Mountain View tenant advocates dispute start date of rent control law, seek refunds

Tenant advocates are trying to force Mountain View landlords to refund considerable amounts of rent money collected for the period during which a court-ordered postponement of the city’s rent control law was in effect. The tenants coalition in Mountain View is pushing the city’s Rental Housing Committee to publicize Dec. 23 as the effective date of Measure V, the rent control law approved by voters in the November 2016 election.

Dear Ms. Moss, I want to personally thank you for your timely and very professional response.
