The Mountain View City Council next month is expected to move forward with a city-sponsored ballot measure aimed at changing the local rent control law approved in 2016. On Nov. 12, the council is expected to decide whether to place such a measure before city voters in the 2020 election.

Proponents of an initiative that would clean up Mountain View’s rent control law have submitted thousands of signatures in hopes of placing the measure before voters in November 2020. On Monday, Oct. 8, a coalition of local homeowners, housing providers and residents filed 7,422 signatures with the Mountain View city clerk. Since Measure V brought rent control to Mountain View in 2016, rental housing owners have responded by taking units off the market, making way for million-dollar condominiums. The proposed initiative would encourage owners to continue providing rental housing and protect Mountain View renters from displacement.

The city of Palo Alto on Monday, Oct. 16, will consider studying the possible adoption of a rent control ordinance. Council members Lydia Kou, Karen Holman and Tom DuBois issued a proposal to study whether Palo Alto should: Cap the annual rent increase by a certain percentage Institute a just-cause eviction ordinance Study other open-ended renter protections Palo Alto’s high housing costs can be traced to the city’s inability to meet the demand for housing.

The California Apartment Association has suspended its legal efforts to overturn a pair of rent control measures approved by voters last year in Mountain View and Richmond. In recent months, judges in both Santa Clara and Contra Costa counties ruled against CAA’s motions for preliminary injunctions that would have halted enforcement of Measures V and L, respectively.

The California Apartment Association’s legal challenge to Mountain View’s rent control law is about to get its first court hearing. At 9 a.m. Tuesday, legal counsel for CAA will appear in Santa Clara County Superior Court to request a preliminary injunction against Measure V, the rent control initiative approved by Mountain View voters last November.

Before a sold-out crowd Thursday, renowned economist Christopher Thornberg delved into the state of California’s rental housing market, including its present cooldown following several years of robust growth. Despite aggressive opposition from CAA, a  measure to impose rent control and just-cause eviction policies in Mountain View has won passage at the ballot box. Ballots cast to approve Measure V garnered 53 percent of the vote. All told, five Bay Area cities had measures on the Nov. 8 ballot asking voters whether to approve rent control. As in Mountain View, Richmond voters approved the policy, while voters in Alameda, Burlingame and San Mateo rejected it.
