During his state of the state address, Gov. Gavin Newsom pointed to 47 cities that have failed to meet their requirements for planning new housing.
Given those numbers, it’s no wonder local governments are taking much of the blame for California’s ongoing housing shortage.
At the same time, cities that do their fair share to address housing scarcity too often go unnoticed.

The California Apartment Association is mobilizing members to
speak out against rent control and “just cause” eviction policies Tuesday in
Milpitas.
These policy proposals are expected to come up as the City Council receives a report from the Tenant Protection Task Force.
The tenant advocate segment of the task force has pushed hard for rent control and “just cause,” refusing to except any alternatives, such as mediation or minimum lease requirements.

Lawmakers on Thursday announced a package of rental housing legislation that would cap rent increases statewide and allow local governments to apply rent control to single-family homes and 10-year-old construction.
The housing package also will include a “just cause” for eviction measure, as well as a statewide rental registry, the legislators said during a press conference and through a news release.

The Inglewood City Council this week temporarily capped rent increases at 5 percent and imposed an interim “just cause” eviction measure.
The rent moratorium and eviction control ordinances are scheduled to last 45 days but can be renewed for up to a year by the council. The rent cap applies to pre-1995 apartments.
The Menlo Park City Council on Tuesday rejected “rent control in disguise” in favor of a more reasonable tenant relocation measure.
The rejected proposal, labeled Alternative B, proposed to limit rent increases and restrict an owner’s ability to evict tenants unless the owner paid the tenant up to four times the monthly rent. It was developed by the city’s Housing Commission and modified and endorsed by Mayor Pro Tem Cecelia Taylor and Councilwoman Betsy Nash. Alternative B was criticized as “rent control in disguise” and failed to receive the three votes needed to pass.

The California Apartment Association is urging its members to attend the El Cerrito City Council meeting next week, where officials will consider “just cause” eviction policies and other onerous proposals.
The City Council on Tuesday, Feb. 19, will hold a study session on policies including:
Just Cause Eviction Ordinance: limits a landlord’s ability to regain possession of the property or evict problem tenants.
Tenant Relocation Fee: forces payment to the tenant of up to five times the market rent if the rent is raised beyond a certain threshold and the tenant moves as a result of the rent increase.

The Menlo Park City Council on Tuesday offered a mixed response to a potential tenant-relocation policy that includes a form of rent control and directed staff to return with two alternative versions of the proposal.
The council took these steps during a study session on the potential ordinance that included nearly two hours of public testimony coming mainly from of concerned rental housing owners, many wearing yellow badges that said “Responsible Housing Providers.”

During his inaugural state of the state address, Gov. Gavin Newsom this week called on lawmakers to craft legislation that stabilizes rental prices without ruining the businesses of small landlords.
“The pressures on vulnerable renters didn’t go away after the election,” Newsom said Tuesday. “We need new rules to stabilize neighborhoods and prevent evictions, without putting small landlords out of business. Although CAA has secured several positive changes to a rental housing ordinance under consideration in Glendale, a worrisome relocation-fee component remains in the proposal.
The City Council introduced the ordinance Tuesday night and is expected to take a final vote on the ordinance at its Feb. 12 meeting.
Although characterized as a “right to a lease” ordinance, the measure included a number of other elements that concerned the California Apartment Association.
The council has agreed to remove:
A rent registry.
A mandatory mediation program.
An increase to current no-cause eviction relocation fees.

The California Apartment Association has helped stave off a number of negative rental housing policy proposals for two cities on the San Francisco Peninsula.
In January, members of the South San Francisco City Council publicly denounced rent control, and Half Moon Bay’s council deferred action on a relocation-assistance proposal and other worrisome policies.
On Jan. 9, the South San Francisco City council held a workshop on “tenant protections” and strategies to address displacement resulting from rising rents, renovations and substandard housing.
