Sacramento Vice Mayor Steve Hansen presented his Tenant Protection and Relief Act to members attending the CAA Sacramento Valley luncheon on Tuesday, Oct. 16.
The proposed ordinance would establish a mediation process allowing tenants the option to dispute annual rent increases exceeding 6 percent. It also would require landlords to offer tenants the option of an 18-month lease.
Hansen explained that City Councilmen Eric Guerra and Rick Jennings serve as co-authors of the proposal. More than 75 representatives of the multifamily-housing industry met this week for a discussion on the recent push to study rent control at Glendale City Hall.
The Wednesday, Oct. 17, meeting covered the history of the rent control threat in Glendale, how the City Council has reacted toward the concept, and the inevitable impacts a rent control policy would have if adopted.

Tenant activists have again fallen short in their quest to put rent control before voters in Santa Ana.
On Monday, Tenants United Santa Ana submitted several boxes of petitions to the city clerk. It didn’t take long, however, for city officials to determine the petitions were lacking.
Tenant advocates needed to file at least 9,854 signatures but submitted only 9,299.

An initiative to bring rent control to the city of Sacramento has qualified for the March 2020, however, a legal challenge could prevent the measure from ever appearing before voters.
Last week, Sacramento election officials announced that rent control proponents had submitted the 36,817 valid voter signatures required to qualify the measure for the next general election.

Proponents of an initiative that would clean up Mountain View’s rent control law have submitted thousands of signatures in hopes of placing the measure before voters in November 2020.
On Monday, Oct. 8, a coalition of local homeowners, housing providers and residents filed 7,422 signatures with the Mountain View city clerk.
Since Measure V brought rent control to Mountain View in 2016, rental housing owners have responded by taking units off the market, making way for million-dollar condominiums. The proposed initiative would encourage owners to continue providing rental housing and protect Mountain View renters from displacement.
The number of newspapers urging readers to reject Proposition 10 and preserve the Costa-Hawkins Rental Housing Act continues to grow.
In recent days, more than 15 newspapers took stances against Prop 10, which would bring extreme forms of rent control back to California.
These newspapers include the Fresno Bee, Modesto Bee, Bakersfield Californian, San Francisco Business Times, Santa Rosa Press-Democrat, Palo Alto Daily Post, and La Opinión, the nation’s largest Spanish-language newspaper. A UC Berkeley economist Tuesday released his third in a series of papers on why California should keep the Costa-Hawkins Rental Housing Act.
The new paper, “The Case for Preserving Costa-Hawkins: The Potential Impacts of Rent Control on Single Family Homes,” was authored by Kenneth T. Rosen, chairman of UC Berkeley’s Fisher Center and chairman and founder of Rosen Consulting Group.
If California voters approve Proposition 10 and overturn Costa-Hawkins in the Nov. 6 election, cities and counties will be authorized to impose rent control on single-family homes.

In the November election, Santa Rosa voters have an opportunity to boost affordable housing while speeding the city’s recovery from last year’s devastating wildfires.
Last fall, the fires in Northern California’s Wine Country eviscerated 6,000 homes in Santa Rosa alone.
“Couple that with a statewide housing crisis of epic proportions, and Santa Rosa finds itself in dire need of additional housing supply,” said Alex Khalfin, CAA’s vice president of public affairs for the North Bay region. “While we can debate how this problem should or shouldn’t be solved, one fact remains clear — something must be done.”

If the election were held today, a measure to repeal the Costa-Hawkins Rental Housing Act would likely go down in defeat, a statewide poll released this week indicates.
The poll, conducted by the Public Policy Institute of California, gauged voter sentiments on Proposition 10 and other ballot measures.
“Proposition 10, the local rent control initiative, trails by a 12 point margin,” Mark Baldassare, president and chief executive officer the institute, said in a news release about the poll. “The yes votes are falling below a majority among both homeowners and renters.”

Glendale’s mayor and some council members have expressed interest in pursuing a rent control ordinance and have directed city staffers to draft a report on the policy.
The direction comes as the Glendale Tenants Union applies intense pressure on the council to cap city rents. The union shifted its attention to City Hall after twice failing to place a rent control initiative before voters.
