An initiative that would bring rent control to the city of Santa Cruz has qualified for November’s ballot.
Santa Cruz County election officials confirmed Thursday that the Movement for Housing Justice had filed the necessary 5,661 valid voter signatures to place the measure before voters.
The California Apartment Association is fully engaged in a campaign to defeat the measure, which would go further than existing rent control ordinances in Berkeley, San Francisco and Oakland. In the event that Costa-Hawkins is repealed, the measure is likely to apply rent control to single-family homes.

The California Apartment Association, FPI Management and the California Association of REALTORS on Thursday warned state lawmakers, during an informational Assembly Housing and Senate Judiciary meeting, that an initiative to repeal the Costa-Hawkins Rental Housing Act would worsen the state’s housing crisis.
Debra Carlton, CAA’s senior vice president of public affairs, testified that repealing Costa-Hawkins would return an extreme form of rent control to California, bringing with it a slew of unwanted consequences.

A statewide ballot measure that would repeal the Costa-Hawkins Rental Housing Act — and return extreme forms of rent control to California — has qualified for the Nov. 6 ballot.
On June 15, the Secretary of State’s office confirmed that rent control proponents had submitted enough signatures to place the repeal measure before voters. Official certification of the initiative is expected on June 28.

The California Apartment Association is turning to its members for help defeating a rent control initiative that may be headed to Santa Cruz voters this fall.
The Movement for Housing Justice has submitted signatures in hopes of qualifying its rent control measure for the November 2018 ballot. The ballot measure goes further than existing rent control ordinances in Berkeley, San Francisco and Oakland, as it is likely to include rent control on single-family homes in the event that Costa-Hawkins is repealed.

A delegation of CAA Sacramento Valley leaders met with Sacramento Mayor Darrell Steinberg last week to begin a dialogue on solutions to the city’s affordable housing shortage — and to reiterate that rent control isn’t one of them.

The California Apartment Association is turning to its members for help thwarting what could become Santa Rosa’s second rent control measure in 17 months.
Less than one year after voters rejected rent control in Santa Rosa, the North Bay Organizing Project and a group of local activists are collecting signatures in hopes of placing an even more burdensome rent control “just cause” eviction ordinance on the November 2018 ballot.
The group has until late June to collect over 8,500 signatures to get their proposed law on the November ballot.

Pomona has become the latest Southern California city where tenant activists say they haven’t collected enough signatures to qualify a rent control measure for November’s ballot.
Tenant activists in Pomona were unable to collect the 6,256 valid voter signatures needed to qualify their measure for the fall election.
Signature drives to place rent control before voters this fall also have come up short in Long Beach and Pasadena, while campaigns remain active in Glendale, Santa Ana, Inglewood and National City.

Sacramento Mayor Darrell Steinberg has announced his opposition to a local ballot measure proposed by tenant advocates that would establish rent control, “just cause” eviction restrictions, an elected rent board, and a new annual fee on rental properties in the city of Sacramento.
At the same time, the mayor said he will draft his own ordinance for City Council approval that the California Apartment Association fears will include the same elements as the ballot initiative with only minor modifications. The ordinance could be presented to the City Council as soon as Tuesday, June 19.

A proposed rent control measure for Long Beach won’t appear before voters in the fall, but the measure could still qualify for a later election.
Housing Long Beach missed its June 1 deadline to submit more than the 27,000 signatures required to qualify the initiative for the city’s November 2018 ballot.
Rent control advocates, however, vowed to keep circulating their petition, and if they file the required number of signatures by July 30, the measure could still appear on a later ballot, likely in March 2020.
