The San Mateo City Council in September decided to create a task force to identify sensible ways to increase housing affordability.
The decision to form an advisory group of housing stakeholders came Monday, Sept. 21, following nearly six hours of presentations and public testimony at San Mateo City Hall.
This included comments from CAA Tri-County members with a variety of portfolio sizes. These members presented the council with facts and personal perspectives on the city’s housing market.

The California Apartment Association urges its members to attend the City Council meeting Monday in San Mateo, where officials will consider rent control and just-cause-for eviction policies.
These policies are in play just two weeks after the council rejected an emergency just-cause eviction measure.

You’ve likely heard of CAA fighting the spread of rent control at city halls around the Bay Area. Well, the effort to stem rent control is happening in the courts as well.

An emergency just-cause-for-eviction ordinance is off the table in San Mateo — at least for now.
On Tuesday, the San Mateo City Council decided not to take up a just-cause-eviction emergency ordinance on Sept. 21. Such a policy hinders a landlord’s ability to rid communities of dangerous tenants, such as suspected drug dealers.
Mayor Maureen Freschet, Deputy Mayor Jack Matthews and Councilman Joe Goethals noted that considering a just-cause-eviction ordinance now would be premature. Thanks to a referendum backed by the California Apartment Association and its supporters, rent control in Richmond is on hold.
Today, CAA, on behalf of thousands of local property owners and concerned citizens, submitted 7,025 signatures to Richmond’s city clerk.
The referendum asks voters to repeal a rent control and just-cause-for-eviction ordinance approved by the City Council on Aug. 5. The referendum also postpones implementation of the ordinance, which had been scheduled for Friday, Sept. 4.

With the support of CAA, the San Jose City Council formed an advisory group to explore possible changes to the city’s rent control ordinance.
Creation of the advisory group came Tuesday by a 9-2 vote and establishes a task force with both rental property owners and tenants who will seek sensible solutions to address the calls to amend San Jose’s rent control ordinance. At a special meeting Wednesday, Aug. 5, the Richmond City Council officially approved its rent control and just-cause-for-eviction ordinance and scheduled it to take effect in 30 days.
The council had previously planned to implement the law effective Dec. 1. A council member, however, pushed to fast-track the process, leading to a series of special meetings over the past week.

The latest incarnation of Richmond’s rent control ordinance would have tenants and landlords sharing the administrative costs of the program.
An earlier version of the ordinance, passed July 21, would have required landlords to bankroll the rent control program on their own, even if they have no rent controlled units. Administering rent control is expected to cost Richmond up to $2.2 million per year. Landlords would be billed between $170 and $230 per unit annually.
At a special meeting Friday, however, Vice Mayor Jael Myrick proposed allowing property owners to pass 40 percent of those costs to tenants.

Owners of rental property in Richmond will soon face a cap on rent increases and find it harder to evict problem tenants.
On the evening of Tuesday July 21, the City Council approved a rent control and just-cause ordinance on a 4-1 vote. At the time of the decision, Mayor Tom Butt and Councilman Vinay Pimple had left the meeting, having been denied an opportunity to speak about the proposal.
