Despite repeated demands from renter groups over the past year, the Burlingame City Council last week declined to move forward with an eviction-for-cause ordinance. The ordinance was one of several proposals being considered during a study session. The Santa Rosa City Council on Tuesday rejected a temporary rent control measure after giving the public just one day’s notice that it would vote on the proposal. The council scheduled the vote with just 24 hours public notice by declaring it an “urgency ordinance,” or a law “for preserving the public peace, health or safety.” An urgency ordinance, which can take effect right away, has a steeper approval threshold — five of seven votes. Landlords on Wednesday publicly argued against a proposal to expand San Jose’s rent control law. More than 30 rental property owners objected to City Councilman Raul Peralez’s plan, which would extend the reach of rent control in several ways. Most alarming, his proposal would limit rent increases to 4 percent annually, half of the current 8 percent cap. Some said this constraint would make it difficult to cover their own rising expenses.
