A California Apartment Association-led business coalition this week defeated a pair of rent control ordinances proposed for the city of Anaheim.
Early Wednesday, after meeting for more than 12 hours, the council rejected both measures on a 5-2 vote.
The ordinances threatened to cap rent increases at 5% plus the rate of inflation for at least six months, time the city would have used researching permanent rent control policies.

The California Apartment Association is calling on its members to speak out against a package of landlord-tenant proposals that would bring rent and eviction controls to the city of Concord.
CAA asks
that rental housing providers speak out at the Concord City Council meeting on
Wednesday, June 19, and email council members today.
At Wednesday’s meeting, the council will vote on the following:
“Just cause”
eviction ordinance: limits
your ability to regain possession of your property or evict problem tenants.

tenant of up to three times the market rent if you don’t renew a lease.
Binding arbitration: a mandatory requirement for you to justify rent… Read More
As expected, the Long Beach City Council on Tuesday formalized its approval of an ordinance that will effectively cap rent increases at 10% on the city’s older apartment buildings and limit the ability of landlords to terminate tenancies.
Approval of the second reading came on a 6-3 vote, the same as with last month’s first reading.
Despite opposition from the California Apartment Association, the Inglewood City Council on Tuesday unanimously granted preliminary approval to a permanent rent control ordinance, capping rental increases for most affected apartments at 5% per year.

A statewide rent control measure targeted for 2020 would likely drive rental units from the market, decrease apartment property values, and possibly diminish annual tax revenues by tens of millions of dollars or more.
Those were some of the predictions this week from California’s Legislative Analyst’s Office. The nonpartisan fiscal and policy adviser published an analysis Monday of the potential impacts of Michael Weinstein’s Rental Affordability Act, or as some are calling it, Proposition 10 2.0.
The proposition is Weinstein’s latest attempt to return extreme forms of rent control to California through the statewide initiative process. Weinstein’s previous bid for radical rent control — Proposition 10 — failed miserably at the polls this past November.
The proposed statewide ballot measure would allow cities and counties to… Read More
California’s nonpartisan Legislative Analyst’s Office today released a report predicting that Michael Weinstein’s Rental Affordability Act, or Proposition 10 2.0, would exacerbate the state’s chronic housing shortage by leading rental property owners to remove units from the market.
The proposition is Weinstein’s latest attempt to return
extreme forms of rent control to California through the statewide initiative
process. Weinstein’s previous bid for radical rent control — Proposition 10 —
failed miserably at the polls this past November.
The proposed statewide ballot measure would allow cities and
counties to impose rent control on buildings after they turn 15 years old.

Tenant activists are again attempting to place a rent
control measure before voters in Pasadena.
Rent control proponents last month announced they would
attempt to qualify an initiative for the November 2020 ballot. Although the measure
currently lacks details, tenant activists hope to cap rents at the rate of
inflation and include a “just cause” eviction policy in the measure, according
to LAist.
The Pasadena Tenant Justice Coalition is behind the latest
effort. The coalition includes five groups: the Pasadena Tenants Union; Socialist
Scientists of Pasadena; Affordable Housing Services; American Civil Liberties
Union—Southern California; and the Democratic
Socialists of America… Read More

The California Apartment Association remains steadfastly opposed to AB 1482, the statewide rent control bill, which fails to address the ongoing housing shortage and stands to make the problem worse.
The bill, by Assemblyman David Chiu, D-San
Francisco, passed off the Assembly floor this week and advanced to the state
Senate.
“It
makes no sense to cap rents unless you’re also going to cap all of the operating
expenses that apartment owners incur,” said Tom Bannon, CAA’s chief executive
officer. “And there’s nothing in this bill that encourages one… Read More

Despite strong opposition from the California Apartment Association, the California Chamber of Commerce and others, a statewide rent control bill on Wednesday night passed off the state Assembly floor.
CAA remains steadfastly opposed to the bill, AB 1482 by Assemblyman David Chiu, D-San Francisco. The legislation now awaits committee hearings in the Senate.
Early Wednesday evening, AB 1482 appeared to be defeated for the year, being 7-8 votes short of the 41 votes needed for passage. Chiu, however, agreed to several amendments to his proposal, which led the California Association of Realtors to lift its opposition and take a neutral position… Read More
