Although Santa Cruz voters rejected a rent control initiative by a wide margin this past fall, the city’s newly elected council has chosen to pass components of the measure anyway.
In the Nov. 6 election, CAA helped secure the resounding defeat of Measure M, an initiative that would have brought both rent control and “just cause” eviction policies to the city of Santa Cruz.
Talk about a newsy year for California’s rental housing industry.
2018 brought the rise and fall of Proposition 10, some sensible approaches to the state’s housing shortage, and another round of devastating wildfires accompanied by protections against rent gouging.

Despite opposition from the California Apartment Association, the Marin County Board of Supervisors on Tuesday formally approved a “just cause” for eviction pilot program.
The eviction controls are set to take effect Jan. 17, 2019, and will remain in place for up to two years. At that point, the pilot program will be reviewed for possible extension.

One bill proposes rent control, although details are lacking
The first set of bills have been introduced at the state Capitol, and as expected, there is no shortage of housing bills, including a proposal to “stabilize rents.”
Although the bills were unveiled this month, no action on the proposals will occur until 2019.
The California Apartment Association’s Legislative Committee will do a full review of the bills after the holidays. In the meantime, here is an overview:

In a victory for the California Apartment Association, the San Jose City Council on Tuesday rejected a proposal to expand the city’s “just cause” eviction policies to include duplexes.
Another decision by the council, however, is cause for concern. The council Tuesday also directed staff to draft a “source of income discrimination” policy for rental payments. Such an ordinance could ultimately force landlords to consider renting to Section 8 voucher holders, a decision the association believes should be left to property owners.
The Citrus Heights City Council has approved an ordinance establishing a new rental housing inspection program to preserve the aging supply of housing in the city and ensure that owners properly maintain their properties.
The California Apartment Association successfully negotiated several changes to the initial proposal resulting in lower fees and the opportunity for self-certification.

Over the objections of CAA, the Glendale City Council this week approved a temporary cap on rent increases.
The interim rent control measure, which applies to pre-1995 multifamily housing, takes effect Dec. 27 and expires Feb. 27, 2019, although the City Council may extend it.
The measure will roll back rents to whatever rate was charged as of Sept. 18 of this year. Annual rent increases will then be capped at 5 percent while the city’s rent freeze is in place. After several community meetings, the Long Beach City Council on Tuesday will review options for regulating short-term rentals, including those promoted with online home-sharing platforms such as Airbnb and HomeAway.
All three options being considered on Dec. 4 have multifamily implications and would require operators of short-term rentals to register with the city. Each option, however, also includes a provision to allow rental housing providers to opt out of the program by deciding upfront not to allow short-term rentals on their properties.
