The number of newspapers urging readers to reject Proposition 10 and preserve the Costa-Hawkins Rental Housing Act continues to grow.
In recent days, more than 15 newspapers took stances against Prop 10, which would bring extreme forms of rent control back to California.
These newspapers include the Fresno Bee, Modesto Bee, Bakersfield Californian, San Francisco Business Times, Santa Rosa Press-Democrat, Palo Alto Daily Post, and La Opinión, the nation’s largest Spanish-language newspaper. Also joining the chorus against Prop 10 is the 11-newspaper Southern California Newspaper Group, which includes the Los Angeles Daily News, Orange County Register and the Riverside Press-Enterprise.… Read More
CAA members wanting to prevent rent control from taking hold in San Diego County are urged to visit a new website — ProtectOurHousing.com.
The website comes from National City Residents for Fair & Equitable Housing, the campaign fighting the rent control initiative on National City’s Nov. 6 ballot. The California Apartment Association spearheaded the creation of the campaign.
“Measure W is a poorly written ballot measure that jeopardizes the future of National City, the website says. “The flawed Measure W will reduce the number of available rental units in National City and result in the deterioration of the homes that… Read More

Menlo Park is conducting public outreach on a proposal that would bring a form of rent control to the city.
Under a plan pitched by the Menlo Park Housing Commission, rental property owners would be forced to pay relocation payments triggered by a “significant rent increase” or a “landlord-caused termination.”
Such requirements would create a form of rent control and just-cause eviction in Menlo Park, respectively.
“Not only is this proposal a major hindrance to landlords and a dangerous step towards rent control, but it deviates entirely from the direction the City Council advised upon in January of 2017,” said… Read More
During a special housing workshop held on Sept. 4, competing proposals were announced by Sacramento Mayor Steinberg and three members of the City Council.
As expected, Mayor Darrell Steinberg presented the framework of his plan to increase housing supply and provide rent relief. The proposal includes rent control that limits annual rent increases to 5 percent, but sunsets after three years. The temporary rent cap would exempt units built prior to 1999 and any units owned by property owners with five or fewer units. If the Costa-Hawkins Rental Housing Act remains in place after the November election, Steinberg’s proposal would… Read More

The first pair of TV and digital advertisements opposing Proposition 10 have arrived.
Californians for Responsible Housing today released two, 30-second spots opposing Prop 10, the November ballot measure that would repeal the Costa-Hawkins Rental Housing Act and bring extreme forms of rent control back to California.
The ads, accessible here and at the bottom of this article, feature affordable housing experts who say of that Prop. 10 “makes a bad problem worse” and does “the opposite of what it promises.”
Without Costa-Hawkins, California cities and counties could once again adopt extreme forms of rent control, including the imposition of… Read More

The California Apartment Association is exploring its options after the Los Angeles County Board of Supervisors voted to establish a temporary rent control measure for unincorporated areas of the county.
Based on Tuesday’s 4-1 vote, county officials will return in 60 days with an ordinance that includes:
A maximum rent increase amount of 3 percent annually for rental properties in the county’s unincorporated areas, except for those properties that are statutorily exempt from rent control.
A term of six months from the date of adoption with options to extend the interim ordinance as necessary.
A base rent using rent levels… Read More
The California Apartment Association has helped create a Landlord Advisory Committee to improve the administration of the Section 8 housing voucher program in the city of San Diego.
CAA negotiated with city staff to create the Landlord Advisory Committee as the city prepared to mandate that landlords accept Section 8 housing vouchers.
Under an ordinance formally adopted Sept. 11 and effective in 2019, rental housing owners in San Diego will be prohibited from rejecting rental applicants based on their use of Section 8. The ordinance will effectively force owners of rental property in San Diego to take part in the… Read More
A bipartisan coalition of political leaders from across California has urged voters to reject a ballot measure that would repeal the Costa-Hawkins Rental Housing Act and return radical forms of rent control to the state.
The coalition, including officials from the city, county and state levels, says Proposition 10 would hurt local budgets while underming efforts to tackle California’s affordable housing crisis, the No on Prop 10 campaign said in a news release.
If voters approve Prop 10 in the Nov. 6 election, cities will be authorized to apply rent control to single-family homes and new multifamily housing. They’ll also… Read More

After missing a deadline to place rent control before Sacramento voters this fall, tenant advocates on Thursday submitted signatures in hopes of qualifying their initiative for the March 2020 ballot.
Sacramento city officials will now determine whether tenant activists submitted the required number of valid voter signatures to qualify the measure. If the petition is rejected, tenant activists, including members of Service Employees International Union and Alliance of Californians for Community Engagement, would need to start the initiative process over for any chance at making the ballot in 2020.
After resoundingly rejecting rent control and just-cause eviction proposals in October 2017, the city of Palo Alto early Tuesday morning adopted a relocation-assistance emergency ordinance for no-fault evictions.
Since the ordinance was adopted as an emergency, it took effect immediately following the City Council’s vote. The new law only applies to rental properties with 50 or more units.
Under the new law, affected property owners can continue to remove tenants without cause. However, a relocation payment to the household of up to $20,000 will be required if the household makes up to 100 percent of the area median income, or… Read More
