CAA, City Council partner to adopt balanced housing measures
The City Council in Redwood City on Monday, March 26, unanimously reaffirmed its opposition to rent control and its commitment to balanced housing policy solutions to address the needs of both renters and rental housing providers.

A proposal going before the Redwood City Council on Monday would guarantee that tenants of multifamily housing be offered leases of at least one year.
Under a related proposal, rental property owners would need to off relocation assistance to tenants when certain conditions are met.
The California Apartment Association generally supports the concept of these two policies, as they provide predictability and stability for housing providers and residents, without imposing overly burdensome regulations.

The California Apartment Association hired Mallori Spilker as its new government affairs director for the CAA Sacramento Valley division. She joins the public affairs staff in the Sacramento region led by Senior Vice President Jim Lofgren.
“Mallori brings highly desired skills and experience to the position,” Lofgren said. “With the threat of rent control looming in Sacramento, we are very fortunate to have someone of her caliber on our side.”
Before relocating to the Sacramento area, Spilker worked for two years in CAA’s North Bay division, establishing the government affairs and political action programs in Northern Marin and Sonoma counties.

Owners and managers of rental housing can now make contributions to the campaign to prevent the repeal of the Costa-Hawkins Rental Housing Act. A statewide ballot measure that would overturn Costa-Hawkins and bring extreme forms of rent control back to California is expected to qualify for the November ballot. Californians for Responsible Housing is accepting campaign contributions to defeat the measure at SaveCostaHawkins.org.

The city of San Jose has given residential landlords more time to register their properties with the city and to pay the related business tax, a move applauded by the California Apartment Association.
The new deadline for residential rental property owners is June 30, 2018. After that date, interest and late fees will apply. Businesses can register with the city here.

The city of Long Beach this month updated its land-use policies, allowing higher-density housing to be built in certain areas of the city.
The changes come through an updated land-use element, which the City Council approved on March 6 following a long and contentious meeting. The land-use element, or LUE, is part of the city’s General Plan, a development and planning document required by the state.

The Glendale City Council on Tuesday held off on a proposal that would require owners of rental housing to offer leases to prospective tenants.
The council was scheduled to consider a proposed “right to lease” ordinance as an expansion to its just-cause eviction law, which the city passed in 2002.

The California Apartment Association has identified three noteworthy bills to help address the state’s growing homelessness crisis.
SB 918 by State Sen. Scott Wiener, D-San Francisco, would establish $60 million in grants from the cannabis tax and other funds to provide rental assistance, transitional housing and shelters for homeless youth.
The bill would also streamline the state’s efforts to combat homelessness among minors.
