Despite objections from the California Apartment Association, the city of Concord has decided to increase the fees for its rental housing inspection program.
The City Council adopted higher fees, more frequent inspections and other changes to its Multi-Family Housing Inspection Program during its Nov. 29 meeting.

The Sebastopol City Council on Tuesday will decide whether to extend its temporary rent control ordinance by six months.
If the council approves the extension, all Sebastopol multifamily housing providers with units built before 1995 will face a 3 percent limit on annual rent increases until May 2017.
The California Apartment Association is calling on its members to attend the Dec. 6 meeting. The meeting is scheduled to begin at 6:30 p.m. at the Sebastopol Youth Annex/Teen Center, 425 Morris St.

The California Apartment Association has updated its month-to-month rental agreement and lease agreement to address California’s legalization of recreational marijuana use.
CAA added wording to these agreements to prohibit the smoking of marijuana in rental housing. Click here for an FAQ on the legalization of recreational marijuana, which came with the passage of Proposition 64 in the Nov. 8 election. The agreements also now contains provisions for banning the use of electronic cigarettes, also known as vaping, as well as a mandatory bedbug notice.

Despite strong support from the California Apartment Association, San Diego City Council candidate Ricardo Flores lost his bid for council Seat 9 in the Nov. 8 election.
Flores, who recieved financial backing from CAA’s political action committee, garnered 47.5 percent of the vote, while his opponent, Georgette Gomez, received 52.5 percent.
During her campaign, Gomez said she would make addressing the city’s high cost of housing a priority.

The 2016 election cycle was unprecedented in many ways, both on the national and state levels. With the legislative balance of power at stake and legislators now serving 12-year terms, the stakes were very high for the California Apartment Association. Through its political action committees, CAA spent over $3 million directly and indirectly on candidates who understand and support the rental housing industry. CAA’s months of meetings with the West Hollywood City Council and staff helped thwart a move to require an annual rent registry for owners of market-rate units.
Instead of the rent registry, the West Hollywood council opted this week for an alternative proposal that would:
Increase tenant landlord outreach
Add posting requirements for non-rent-controlled units
Ask landlords to provide information on rent increases to prospective tenants
Contract with an outside company for yearly analysis of market conditions on rental properties in West Hollywood.

Despite aggressive opposition from CAA, a measure to impose rent control and just-cause eviction policies in Mountain View has won passage at the ballot box.
Ballots cast to approve Measure V garnered 53 percent of the vote. All told, five Bay Area cities had measures on the Nov. 8 ballot asking voters whether to approve rent control. As in Mountain View, Richmond voters approved the policy, while voters in Alameda, Burlingame and San Mateo rejected it.
