The city of Sacramento is rushing to get the procedures, information and staffing in place before its newly approved rent control ordinance takes effect Sept. 12. The new ordinance, officially the Tenant Protections and Relief Act, passed as an urgency measure on Aug. 13, giving city staff only 30 days to put together the program.
Because the ordinance was unveiled and passed with short notice, rental owners and property managers have many unanswered questions with less than two weeks before they must comply with the new restrictions on rent increases and evictions.
The California Apartment Association will hold a seminar next month to help Sacramento property owners comply with the city’s newly approved rent control ordinance. The California Apartment Association is providing free fair housing training for rental owners and property managers as part of a regional campaign to end housing discrimination. The six “Essentials of Fair Housing” seminars will be offered at locations throughout Sacramento county during May and June.
The free training is supported by several local governments, including the County of Sacramento, City of Sacramento, City of Elk Grove, City of Rancho Cordova, City of Citrus Heights, City of Folsom, and Sacramento Housing and Redevelopment Agency.

The Sacramento City Council on Tuesday voted to push forward with a temporary mediation program to address high rents while housing supply catches up with demand.
The program now moves to a second hearing set for April 23.
The mediation program is included
in the Tenant Protection and Relief Act introduced last year by Councilman
Steve Hansen, Vice Mayor Eric Guerra and Councilman Rick Jennings.
Time has run out for signature gatherers to qualify a rent control initiative for the November 2018 ballot in the city of Sacramento.
However, the Housing 4 Sacramento coalition, which includes the Alliance for Californians for Community Engagement and Service Employees International Union, continues to collect signatures with hopes of meeting the Sept. 4 deadline to qualify the charter amendment for the next general election, which comes in 2020.

Sacramento Mayor Darrell Steinberg has announced his opposition to a local ballot measure proposed by tenant advocates that would establish rent control, “just cause” eviction restrictions, an elected rent board, and a new annual fee on rental properties in the city of Sacramento.
At the same time, the mayor said he will draft his own ordinance for City Council approval that the California Apartment Association fears will include the same elements as the ballot initiative with only minor modifications. Tenant advocates have filed preliminary paperwork to place a rent control measure before voters in the city of Sacramento.
The initiative would amend the city charter to impose inflation-based rent control and “just cause” eviction policies in the capital city.
Under the measure, the rent charged as of Feb. 20, 2018, would serve as the base rent. Maximum annual increases would then be tied to the consumer price index. The measure would also create a nine-member rent control board, require landlords to pay an annual rental housing fee, and establish relocation assistance for displaced tenants.
