Despite fierce opposition from the California Apartment Association, the San Diego County Board of Supervisors on Tuesday voted to impose a rent control law that would limit most rent increases and evictions across the county.
The ordinance, approved on a 3-2 preliminary vote, would apply to all cities and the unincorporated areas of San Diego County and would remain in effect until 60 days after Gov. Newsom lifts the stay-at-home order tied to the COVID-19 pandemic.
In response to the COVID-19 pandemic, the San Diego County Board of Supervisors on Tuesday will consider a countywide eviction moratorium and rent cap.
The California Apartment Association is calling on rental housing providers to oppose the measure, which would apply both in unincorporated areas and within each city.
State lawmakers have already passed legislation to prevent evictions during the pandemic, namely the COVID-19 Tenant Relief Act of 2020. Moreover, in 2019, the Legislature passed a statewide rent cap via AB 1482.

The continued spread of wildfires in California has led to new declarations of emergency from Gov. Gavin Newsom.
Each of the emergency proclamations trigger protections against price gouging, including rent increases over 10%.

The latest emergency declarations came Sunday. Counties named in the declaration include Fresno, Madera and Mariposa counties, due to the Creek Fire; San Bernardino County, due to the El Dorado Fire; and San Diego County, due to the Valley Fire. The website comes from National City Residents for Fair & Equitable Housing, the campaign fighting the rent control initiative on National City’s Nov. 6 ballot. The California Apartment Association spearheaded the creation of the campaign.

An initiative that would bring rent control to National City, a municipality in San Diego County, has qualified for November’s ballot.
The San Diego County Registrar of Voters confirmed this week that the National City Rent Control and Community Stabilization Ordinance (accessible here) will be officially slated for November’s ballot. The push for rent control in National City is being driven by the Alliance of Californians for Community Empowerment.

Rent control activists in National City on Thursday submitted signatures in hopes of placing a rent control measure before voters this November.
Signatures filed at City Hall numbered more than 3,500, more than enough to qualify the initiative.
