Santa Barbara modifies unfair formula in relocation-fee proposal

Thanks to the advocacy efforts of CAA and its allies, Santa Barbara city officials this week modified a costly and unfair formula for calculating renter-relocation fees.
The Santa Barbara City Council’s ordinance committee advanced a “just cause” for eviction and relocation assistance measure with modifications sought by the California Apartment Association.

Proposals that would require Santa Barbara landlords to offer yearlong leases and provide relocation assistance after certain types of displacement continued to move forward this week.
On Tuesday, the city’s Ordinance Committee advanced the “right to a lease” and relocation fee proposals to the full City Council, which will consider adopting the measures in the coming months. The committee also voted 2-1 to ask the council to reconsider “just cause” eviction, a policy that the California Apartment Association opposes unequivocally.
In Southern California, a majority of the local candidates supported by the California Apartment Association’s Political Action Committee emerged victorious in the June primary.

The Santa Barbara City Council on Tuesday voted to create an ordinance requiring mandatory lease offerings for renters. The ordinance also will require relocation assistance for tenants in circumstances of large displacement in communities of 15 or more units.
The policies reflect recommendations from a Landlord/Tenant Task Force, which included representation from the California Apartment Association. The City Council created the task force last year after rejecting rent control as a policy option.
Tenant activists are again trying to place a rent control measure before voters in Glendale.
The Glendale Tenants Union on Tuesday submitted paperwork to place a rent control ordinance on the city’s November 2018 ballot.
Before signature gathering begins, the city must issue a title and summary for the initiative. The city has 15 days to do so.
The Santa Barbara City Council on Tuesday will hear a report on several housing policy concepts, including rent control and just-cause eviction.
The city attorney is scheduled to provide the report during the council’s 6 p.m. session. The council requested the report, accessible here, and is expected to provide further direction to staff after the presentation.
