After the California Apartment Association qualified a referendum on Santa Rosa’s rent control ordinance, the City Council on Tuesday decided to put the issue before voters in a June 6 special election.
The council had two other options: to repeal the law or place it before voters in November 2018.
Starting in 2017, CAA North Bay will partner with the Sonoma County Community Development Commission and local housing authority to identify potential programmatic changes to improve participation in local Section 8 programs.
The California Apartment Association encourages local housing providers to join the conversation at 5 p.m. Jan. 25, in the Community Development Commission Hearing Room, 1440 Guerneville Road, Santa Rosa.
At this meeting, you can voice current concerns with the program, ask questions about participation, and provide input on potential incentives for participation and program changes.

A petition to overturn rent control in Santa Rosa collected enough valid signatures from voters to bring the city’s ordinance to a halt, the Sonoma County Registrar of Voters has confirmed.
On Friday, Oct. 14, election officials certified that 9,355 valid signatures had been collected, more than the 8,485 signatures required to stop the city’s rent control and just-cause-for-eviction ordinance.
The Santa Rosa City Council on Tuesday, Aug. 16, will review ordinances intended to impose permanent rent control and just-cause eviction policies on the city’s rental housing providers.
Currently, certain Santa Rosa housing providers are subject to a rent increase moratorium until Oct. 4, 2016. If rent control passes a “first reading” on Aug. 16, and is adopted on Aug. 30, a continual and permanent 3 percent cap on annual rent increases will be in effect beginning Sept. 29, 2016. Starting June 16, many owners of multifamily housing in Santa Rosa will face a 3 percent cap on rent increases.
The council preliminarily approved the 45-day measure May 10 and ratified it May 17, despite fierce opposition from the California Apartment Association North Coast.
Hundreds of rental owners opposed the measure through letters, emails and phone calls. Members and staff testified against the moratorium at council meetings, saying it would hurt small businesses and drive a wedge between property owners and the city. In mid-June, the city of Santa Rosa is expected to impose a moratorium on rent increases of more than 3 percent on the city’s older multifamily housing.
The measure, which won preliminary approval from the council Tuesday, May 10, is intended to limit rent increases while city staff drafts a permanent rent control and just-cause eviction ordinance, a process that could take several months.
Greenlighted on a 4-2 vote, the temporary ordinance applies the 3 percent rent cap cumulatively over a 12-month period. So, while the moratorium is in effect, a landlord who’s already increased rent by 3 percent or… Read More
Despite over six hours of public comment from stakeholders and strong opposition from local rental owners, the Santa Rosa City Council on May 3 voted 4-3 to direct city staff to draft a rent control and just-cause eviction ordinance.
“CAA North Coast would like to thank our members that attended the meeting and spoke out against rent control and just-cause evictions,” said Mallori Spilker, local CAA executive director. “Your advocacy efforts are greatly appreciated.”
A rent control ordinance would prohibit rent increases from exceeding a fixed percentage annually, which was determined to be 3 percent.

The Santa Rosa City Council on Tuesday rejected a temporary rent control measure after giving the public just one day’s notice that it would vote on the proposal.
The council scheduled the vote with just 24 hours public notice by declaring it an “urgency ordinance,” or a law “for preserving the public peace, health or safety.”
An urgency ordinance, which can take effect right away, has a steeper approval threshold — five of seven votes.
With little time to react, the California Apartment Association quickly called upon its members to attend the meeting and voice their concerns. This article in… Read More
