CAA has sponsored a Rental Housing Relief Package that would provide emergency assistance to owners and tenants financially injured by COVID-19. These are the only bills in the California Legislature that would provide direct financial resources for both landlords and tenants.
SB 1410 (Caballero) – COVID-19 Emergency Rental Assistance Program – would provide rental payments for tenants unable to pay their rent because of COVID-19 hardships.
SB 1431 (Glazer) – Property Reassessment – would allow for an earlier reassessment of residential rental property that’s lost value because of COVID-19 related tenant protections, such as eviction controls and rent freezes.

A California Senate bill that would require inspections for apartment balconies advanced from the Senate Judiciary Committee last week.
The committee approved SB 721 by Sen. Jerry Hill, D-San Mateo, after the author agreed to incorporate all amendments requested by CAA. The bill now moves to the Senate Appropriations Committee, where the cost to the state will be considered.

A CAA-sponsored bill that would boost construction of micro apartments — especially in areas near public university campuses and public transit — has passed the Senate Committee on Governance and Finance.
The bill, AB 352 by Assemblyman Miguel Santiago, D-Los Angeles, next headed to the Senate Appropriations Committee.

The California Apartment Association has stopped legislation that would have forced property owners to rent to Section 8 voucher holders.
SB 1053 by Sen. Mark Leno, D-San Francisco, would have made it unlawful to deny housing based on an applicant receiving Section 8 assistance.
On Friday, the bill failed to move out of the Senate Appropriations Committee, effectively ending its chances of becoming law.

A Proposition 13-related bill that would have closed a change-of-ownership loophole died in the Legislature last week.
Assembly Bill 2372 failed Thursday in the Senate Appropriations Committee.
“I’m disappointed that we came so close to finally closing one of the worst loopholes of Prop. 13,” the bill’s coauthor, Assemblyman Tom Ammiano, D-San Francisco, said in this Los Angeles Times article. “We finally had some business interests agreeing that the structure was unfair.”
