throughout the state, it has become increasingly important for landlords to
develop and consistently apply appropriate screening criteria to potential
tenants. Those screening criteria commonly include income requirements, rental

Now that California has adopted the nation’s most sweeping statewide tenant protections, it’s time to fix the root cause of our housing crisis – a chronic lack of supply, said Tom Bannon, chief executive officer of the California Apartment Association.
Gov. Gavin Newsom today signed Assembly Bill 1482, making California the second state in the union to impose a statewide cap on annual rent increases.

During the first half of 2019, the California Apartment Association fought a deluge of negative rental housing legislation, from statewide rent control to authorized rent strikes.
Below we summarize some of the worst bills of the year and update their status in the Legislature. Let’s start with some of the worst legislative proposals stopped by CAA.
A recent report from Concord city staff lauds the city’s current rent-review and multifamily-inspection programs for helping renters stay in their homes and improving their living conditions.
The staff report, presented to the City Council on Nov. 27, highlights the mediation program’s success rate. Since the inception of the rent-review program in June 2017, the city has received 25 cases, two of which are pending. Of the 23 closed mediation cases, 83 percent reached a positive resolution to the disputes, with tenants receiving a lower rent increase than originally offered, or with tenants staying in their residence.

Tenant activists in the city of Santa Rosa have filed signatures in hopes of qualifying what would become the city’s second rent control measure in less than two years.
Last week, the North Bay Organizing Project submitted 11,565 signatures on their petition to qualify a rent control and “just cause” eviction measure for the city’s Nov. 6 ballot.
That submission kicked off a 30-day review period for the Sonoma County Registrar of Voters to verify at least 8,985 of the signatures are valid to qualify the initiative.

Rent control activists in the city of Santa Cruz filed signatures in hopes of qualifying a rent control measure for the November ballot.
The Movement for Housing Justice submitted over 10,000 signatures, significantly more than the 5,600 required to qualify the measure.
The Santa Cruz County Registrar of Voters will now count and check the validity of the signatures, a process that the California Apartment Association will monitor closely.
Election officials will now determine whether a rent control initiative has qualified to appear before Inglewood voters this November.
On Tuesday, May 9, price control advocates filed more than 14,000 signatures with the city clerk. The coalition needs approximately 10,000 valid voter signatures to place the initiative on the ballot. The Inglewood City Clerk will have thirty days to verify and authenticate the signatures.

The city attorney for National City recently gave petitioners the green light to begin circulating a petition for a measure titled the National City Rent Control and Community Stabilization Ordinance.

The number of cities with rent control measures going on the November ballot continued to grow this week as election officials certified an initiative in San Mateo.
Tenant advocates in San Mateo had turned in more than 11,000 signatures in support of rent control and just-cause eviction policies. To qualify, 7,119 valid signatures were required.
Other Bay Area cities where rent control measures have qualified for the November election include Richmond, Alameda and Mountain View. Election officials are still reviewing a ballot measure proposed for Burlingame.
