The city of Victorville recently passed a revised Business License Fee ordinance that now includes an external rental property inspection requirement to help clean up the appearance of the city’s rental properties. For more than a year, CAA Greater Inland Empire worked closely with Victorville’s staff to help ensure the inspection component would be effective in achieving the city’s goals, and at the same time, reward rental property owners and operators who take good care of their property. On average, members will save several hundreds of dollars per year. The revised ordinance includes provisions rewarding rental properties that avoid major… Read More

A proposed ban on apartment construction in Menifee would undercut the city’s economy, taking away construction jobs, sources of property tax revenue and places for working folks to live. The California Apartment Association has articulated this argument against a proposed apartment-building moratorium in a letter sent to the Menifee City Council, which will hold a public hearing on the matter at its Wednesday, Aug. 20, meeting. The Menifee City Council voted 3 to 2 on Aug. 6 to hold a public hearing on the proposal, which would prevent construction of residential rental housing on unentitled land — or properties where… Read More

The California Apartment Association is asking Inland Empire members with properties in Moreno Valley to contact the city regarding its nearly five-fold increase in fire inspection fees. The fees, now $36 per unit, marks a 450 percent increase and could leave some members paying more than $9,000 for fire inspections. A couple of CAA members recently received notices of the higher fees and informed CAA. The fire inspection ordinance took effect in January. “We immediately reached out to city officials, including the fire marshal, and engaged with them,” said Tim Johnson, executive director CAA’s Inland Empire Division, or CAA-AAGIE. “We’re… Read More

Thanks to CAA, Riverside County supervisors aren’t about to create a new development impact fee to put new beds in the county jail. The California Apartment Association’s Inland Empire Division, with assistance from the Riverside Building Industry Association and Inland Empire Commercial Real Estate Development Association, persuaded the Board of Supervisors to postpone a vote whether to approve a new “Criminal Justice Public Facilities” impact fee of $1,200 per unit. The staff-recommended fee hike was on the board’s April 22 agenda. “We informed the supervisors that county staff didn’t tell us about the proposed amendments to Ordinance 659, and we… Read More

The California Apartment Association has received more time to help fix a rental-inspection program that would cost West Covina landlords exorbitant and unnecessary fees. The City Council had been scheduled to review the item Tuesday, Jan. 21, but postponed the hearing so that CAA can propose changes that would protect responsible property owners. As written, the mandatory program would charge a $71 registration fee, $41 base fee, and an $18-per-unit fee annually to have rental properties inspected by the city’s code enforcement agency. “The proposed ordinance would have increased costs by thousands of dollars annually for CAA members,” said Beverly… Read More

CAA-AAGIE and the Upland Fire Department will host a town hall meeting next month to discuss a pilot program allowing landlords to self-inspect their rental units. The City Council approved the trial inspection program in October. By taking the burden off of the Fire Department,… Read More

The California Apartment Association’s Greater Inland Empire Division has endorsed Brian Johsz for the Chino Valley Fire District Board. Johsz was recently appointed to fill the vacancy on the Chino Valley Fire District when Ray Marquez was elected to the Chino Hills City Council this past March. Johsz hopes to maintain his position as director of the Chino Valley Fire District in an Aug. 27 consolidated, mail-in ballot election. “The Chino Valley Fire District Board is responsible for the oversight and protection of our members’ properties,” said Kelly Vickers, chairwoman of CAA-AAGIE’s Government Affairs Committee. “Mr. Johsz has a track… Read More
