Final legislative approval appears imminent for a bill that would allow groups like CAA to sue local governments when they deny housing projects in violation of state law.
AB 2584 by Assemblyman Tom Daly, D-Anaheim, is on the Assembly floor today, where lawmakers are considering amendments made in the Senate. Despite vigorous opposition from CAA and the Santa Rosa business community, housing providers in the city are facing rent control for the long haul.
After imposing the policy on a temporary basis, the City Council on Tuesday, Aug. 16, voted 4-2 to keep it in place.
In May, the Santa Rosa council approved a moratorium on rent increases over 3 percent on pre-1995 multifamily housing. The council’s vote Tuesday, after a first reading, is positioned to extend the rent cap indefinitely.

Question: If you give residents a 60-day notice of termination of tenancy and they do not pay their rent for that month, is it OK to give them a three-day notice to pay or quit? The three-day notice does not void the 60-day notice, does it?
Answer: You can serve them with a three-day notice to pay rent or quit, and if they fail to comply, start the unlawful detainer action. Just make sure you do not ask for rent that goes beyond the 60-day notice period.

During an interview this week about rising rents in San Diego, Whitney Benzian of CAA pointed to a lack of housing supply.
The CAA executive also pointed to excessive government regulations and fees, which makes development more costly to builders, and ultimately, so residents.

A CAA-sponsored bill to speed up the approval process for housing has won approval from the Senate Appropriations Committee.
AB 2180 by Assemblyman Philip Ting, D-San Francisco, passed the committee on a 5-0 vote, with two abstentions.
The bill proposes to expedite the building permit process by shortening the number of days that a local government must take to approve a new housing project.
AB 2180 now goes to the Senate Floor where it will be voted on within the next several weeks.
