The California Legislature today approved a bill that will use $2.6 billion in federal funds to pay landlords up to 80% of rent owed by qualifying tenants with COVID-19 financial hardships.
SB 91 passed the Senate on a 34-0 vote and the Assembly on a 71-1 vote. Gov. Newsom is expected to sign the legislation shortly.
SB 91 will use federal funds to pay up to 80% of a tenant’s back rent accumulated between April 1 of last year and March 31, 2021. A landlord who accepts the money will have to forgive the remaining unpaid rent for that period.… Read More
California lawmakers introduced a pair of bills that would keep COVID-19 eviction protections in place well into 2021 and perhaps longer.
News of the bills came Monday, Dec. 7, the first day of the new legislative session and less than two months before eviction protections are set to expire. The proposals also come as California experiences a surge in coronavirus cases and stay-at-home orders. The proposals will likely include more details before lawmakers reconvene hearings early next year.

The California Apartment Association has negotiated a less-burdensome alternative to Assemblyman David Chiu’s AB 1436.
The new bill is AB 3088, dubbed the COVID-19 Tenant Relief Act of 2020, and will be in print this afternoon.
Over the past week, CAA engaged in around-the-clock negotiations with the governor’s office and leaders in the Senate and Assembly on the new legislation.
The new proposal would allow landlords to evict tenants who cause problems at the property, such as by causing nuisances or threatening their neighbors. The Assembly Judiciary Committee this week approved a bill that would create a voluntary tax credit program to help landlords recoup rent that’s gone unpaid during the COVID-19 crisis.
The bill, SB 1410 by Sens. Anna Caballero, D-Salinas, and Steven Bradford, D-Gardena, passed the Judiciary Committee on a 7-3 vote with one abstention. The legislation now heads to the Assembly Appropriations Committee.

CAA members have flooded the inboxes of state lawmakers with requests that they reject a bill that would allow the California courts to cut rents by 25%.
More than 55,000 messages have gone to members of the Senate and Assembly, part of a grassroots public affairs campaign by the California Apartment Association. The messages urged no votes on AB 828 by Assemblyman Phil Ting, D-San Francisco.
