Tenant advocates in Long Beach have launched a campaign to place a rent control measure before voters next year. On Wednesday morning, a representative from Housing Long Beach filed preliminary paperwork to qualify a rent control initiative for the November 2018 ballot.

After hearing from CAA, the city of Anaheim’s Homeless Policy Working Group removed rent control as a possible solution to end homelessness. During public comment Nov. 3, CAA addressed the Working Group about the ill-effects of rent control and the negative consequences that such a policy would bring.

The Glendale City Clerk’s Office has rejected a bid to place rent control before the city’s voters, calling the submitted petition “deficient and invalid” due to a number of problems. For example, the text of the rent control measure is not included anywhere in the petition, the clerk said. Moreover, in some areas, sections of pages were glued atop other pages, and in some areas, sections were “whited out” and then filled in again.

A proposal to apply “just cause” eviction policies to non-rent-controlled housing in Los Angeles got a boost this week from the City Council. At present, just-cause eviction requirements apply only to the city’s rent-controlled housing. But under a proposal gaining traction in L.A., just-cause would apply to the city’s entire housing stock, regardless of whether rents are regulated.

Despite objections from the California Apartment Association, Los Angeles moved closer Wednesday to expanding its eviction controls to the city’s entire housing stock. At present, Los Angeles’ just-cause eviction policies apply only to rental units that fall under the city’s rent control ordinance. On Wednesday, however, the council’s Housing Committee directed city staff to examine expanding just-cause eviction policies to all rental housing in the city, regardless of size, type or year built. Staff has 60 days to return with a report on a possible ordinance.

Instead of imposing rent control or just-cause policies, the city of  South Pasadena will work on strengthening its mediation program for landlord-tenant disputes. The South Pasadena City Council on Wednesday voted unanimously to adopt this more sensible approach to handling renter grievances, following a recommendation from the city’s  Ad Hoc Committee on Rent Stabilization.

Amid a sharp rise in Los Angeles County’s homeless population, the California Apartment Association this week reaffirmed its commitment to helping people secure permanent housing. On Wednesday, the Los Angeles Homeless Service Authority reported that the number of homeless individuals in the county increased to 58,000. That represents a 23 percent spike in the annual survey.
