The California Apartment Association has named Matthew Buck as its new executive in the Greater Inland Empire.
Buck assumed his new role July 1. Now vice president of public affairs, he previously served CAA members in the region as government affairs director.
CAA’s Greater Inland Empire office spans the counties of San Bernardino, Riverside and the eastern region of Los Angeles County.

A law in Hesperia that allows the police chief to order the eviction of tenants from rental housing violates the U.S. Constitution, the California Apartment Association says in a letter to the city.
The police chief’s eviction authority is part of Hesperia’s Crime Free Rental Housing ordinance, a pilot program that took effect Jan. 1.
The ordinance also requires criminal background screenings, conducted by the Police Department, for all prospective tenants and mandates registration and inspection of all covered properties as well as the use a of crime-free addendum.

The CAA Greater Inland Empire Advisory Board has unanimously approved Kelly Vickers from Sares-Regis Group as chairwoman for 2016.
As a regional vice president for the Sares-Regis Group, Vickers oversees company operations in the Inland Empire and San Diego. She has more than 17 years of property management experience in both an on-site and multi-site capacity and previously worked for Lewis Management Corp., Beacon Property Management and Equity Residential Property Trust.

Changes to pilot program mark another victory for rental housing in High Desert
Hesperia is launching a more palatable version of its crime-free rental housing program, thanks to the government affairs work of CAA Greater Inland Empire.
The California Apartment Association worked to remove two problematic components from the pilot program, which takes effect in this High Desert city Jan. 1.
The troublesome elements would have forced rental property owners to pay more for the program, while opening them up to potential litigation.
